The roll of the City Council was called with the following members present: McCluskey, Olesen, Williams, Raymond, Banks, and Bauman.. Absent: none. (RECOMMENDATIONS OF FACT FINDING COMMISSION — FIRE DEPARTMENT) The Mayor stated that the purpose for which this Special Meeting was walled was to discuss the recommendations of the Fact Finding Commission. The Mayor recognized Councilman Raymond who stated that he had given this problem with the Fire Department much consideration. He was strongly in favor of increases in salary, but he felt that it had to be recognized that the City Council has to consider all of the employees as equally as possible. He felt that the ten percent offered to all of the City employees with the option to take five percent and have their dependent insurance coverage paid for was a fair increase, but also felt that it should be retroactive. He further stated that he felt that the grievance procedure had worked reasonably well in the past and could see no benefit in a change and also that the duty schedule should remain as it now exists in the contract.. As far as the Management Prerogative was concerned, he could find no one who could explain to him what a just cause was so could not recommend that it be included in the Contract. Councilwoman Williams stated that she recommended that the City Council stand as exactly as they were previously. Councilman Olesen agreed with Councilwoman Williams. The Bargaining Committee from the Fire. Department was recognized by the Mayor. They stated that they were not happy with the way the.•Faet_Finding was conducted. Much discussion followed between the City Council and the Bargaining Committee. The City Council then stated that they felt the procedure would be to vote on the recommendations that were made by the Tact Finding Commission. The first was a decision to be made regarding the grievance clause. MOVED by Olesen, SECONDED by McCluskey to retain the grievance procedure clause as stated in the 1975 clause. The Mayor called for a roll call vote. Those voting yes: Olesen, Williams, Raymond, Bauman, and McCluskey. Those voting no: Banks. MOTION CARRIED The second item was regarding the Duty Schedule. The Fire Department was requesting that the working hours per week be - a fifty -four hour week instead of the fifty -five hour as scheduled previously. Some discussion followed regarding this issue. MOVED by McCluskey, SECONDED by Williams to retain the fifty - five hour schedule as stipulated. The Mayor called for a roll call vote. Those voting yes: Book 17 Page 61 McCluskey, Olesen, Williams, Raymond, Banks, and Bauman. Those voting no: none. MOTION CARRIED The Mayor told the Firemen that the City Council would consider the fifty -four hour week next year when the budget was drawn up. It would be too late to consider it for this year. The next item to consider was Management Prerogative. The Mayor and Council agreed that they felt no one was ever dismissed without just cause. MOVED by Olesen, SECONDED by Banks that the Prerogative Management Statement be retained as stated in the 1975 Contract. The Mayor called for a roll call vote. Those voting yes: Olesen, Williams, Raymond, Banks, Bauman, and McCluskey. Those voting no: none. MOTION CARRIED The final decision to be made was regarding wages. The Mayor stated that he was authorized at the Fact Finding Commission Meeting to offer a ten percent wage increase or a five percent increase with their dependent insurance coverage to be paid by the City which would be effective on the date that the Contract was signed. Councilman Raymond stated that the increase should be retroactive to January lst. MOVED by Olesen, SECONDED by McCluskey that the Fire Department be offered the ten percent increase in salary or a five percent increase with their dependent insurance coverage to be paid by the City and that the increase be retroactive to January 1, 1976. Councilwoman Williams stated that there was a great deal of work involved in making changes on the payroll when it was retroactive. She asked the , Fire Department how long it would be before the people in the Office would know if the changes would be accepted so they could make the appropriate changes in the payroll. The Bargaining team stated that they would ask the men in the Fire Department to vote before the Contract would be signed. Councilwoman Williams MOVED that the original motion be amended to read that the retroactive pay will be possible if the decision regarding the new contract was back to the City Council in ten days. SECONDED by Raymond. MOTION CARRIED The Mayor asked for a roll call vote on the proposed motion as amended. Those voting yes: Olesen, Williams, Raymond, Banks, Bauman, and McCluskey. Those voting no: none. MOTION CARRIED There being no further business, the Meeting was adjourned at 4:15. APPROVED AS written THIS 2nd DAY OF March 1976.
