The Council met pursuant to call and acknowledgment, of Notice in the following form:
CALL An ACKNOWLEDGMENT OF NOTICE
We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do each
hereby acknowledge notice of a special meeting of the City Council to be held at the Council Chambers in
the City Hall in the City of Caldwell, Idaho, at the hour of 5 -00 o'clock P. M. on the 16th day of February
195L, far the transaction of all business in connection with the following object! Consideration of ap-
plication for Beer License for the Golden Pheasant Drive Inn, which object was submitted to each of the
undersigned in writing.

Application for Beer License was read from The Golden Pheasant Drive Inn/the fee accompanying
the application. _
Moved by Blomquist, seconded by Weick that this License be granted.
loon Roll Call it appeared the motion was unanimously carried.
The Mayor instructed Chas. Bourland, Foreman of the Irrigation 'Department, to tile that portion
of the irrigation ditch which passes through the Presley Horne Historical Building grounds.
It was brought to the attention of the Mayor and Council that C, L. Strang successful bidder
for sewer construction in L. I. D. # 22 had failed to ohtain a Public Works Contractor's License and there-
fore his contract with the City is void.
RESOLUTION
PY COUNCILMAN FLDRFDCE
Moved by Weick, seconded by Pettis that the following Resolution be adopted.
WHEREAS, the contract between the City of Caldwell and C. L. Strang for sewer construction in
L. I. D. # 22 has been declared void.
NOW THF,RRFORE, BE IT RFSOLVFD that the City Clerk be ordered to publish a call for bids for sewer
construction in L. 1. D. # 22 as set forth in Resolution passed by the Mayor and Council January hth, 195L-
and publish the notice in the Caldwell News - Tribune the official newspaper of the City of Caldwell on
February 20, 27 and March 6, 19511, calling for the opening of said bids at the City Hall on March 8, 19511,
at the hour of 8 P.M.
Uoon Roll Call those voting in the affirmative were- Blomquist, Weick, Eldredge and Pettis,
Negative: None. Absent and not. voting: Eggers and Burrell.
Thereupon the Mayor declared the motion carried and the Resolution adopted.
There being no further business to come before the Council it was moved by Councilman Bettis,
seconded by Councilman Blemquist that Council adjourn, Motion carried.

The following letter was read by the Mayors

EEE Dear Mr. Judds
Recently while we were installing the new mercury vapor lamps on
the highway leading west out of Caldwell, we found it necessary to call
upon your department for police protection to guide and direct the traffic.
We received immediate and courteous response to our request and your boys
were -very efficient in watching our operation and directing traffic.
This is a highway that permits fairly high speed and some people
are inclined to be reckless. Altho, we have our signs up on both sides
of our work, there is nothing like a man in police uniform to have effect.
While our men are working above the highway they naturally like to feel
that they are secure as far as possible.
I very much appreciate and wish to thank you and your men for
your cooperation and protection on this ,job.

The following letter was read form the Mayor:
February 13, 1954

Dear Mr. Mayor:
One of our valued associates sent the following note to my desk this morning:
" I don't know if there is anything a person could do, but maybe
you would know a proper authority to write to about it.
" It is the new highway. It is nothing but a death trap for pedes-
trians. The speed limit on it is 55 miles an hour, and so people
travel on it about 70.
" I don't believe they even have pedestrian lanes marked or any signs
warning the motorist.
" A boy was badly injured on the highway Thursday night, and probably
will die or worse than that not be mentally sufficient as they now
hI believe his brain is all torn loose.
l 1 "There are many school children who have to walk across that highway
to get to school, and something should be done before another one
looses its life.
"They Spent many many dollars in lighting it, and it looks like a
few dollars could be spent for a can of paint to mark the cross-
' walks and a few signs.
^I know how bad it is because I cross it every night. Sometimes you stand for 10 or 15 minutes and then ii you'want to get across you
,just have to take your chance.
"I ^hope you will see if something can't be done."
"Thank you."
li I hope that something can be done to relieve this condition, Jason. It evidently is a
very serious one.

This matter was referred to the Chief of Police to investigate.
It was unanimously agreed by the Council that the Kerby Uompany be permitted to take out two

Solicitor's Licenses, said licenses to be interchangeable among the employees.
The matter of leasing the Airport was discussed.
Whereupon the Mayor appointed Councilman Blomquist to meet with Mr. Lemon and Mr. Rodman and
work out a plan,for leasing the airport and report back to the Council.
Thereupon Councilman Weick introduced Bill No 15, entitled:
AN ORDINANCE AMENDING SECTION 4 -106 OF THE CALDWELL CODE OF 1942 AS AMENDED BY ORDINANCE N0. 650
AND 683, BY ALTERING AND CHANGING THE BOUNDARIES OF "E" INDUSTRIAL ZONE OF THE CITY OF CALDWELL, IDAHO;

RESOLUTION

Moved by Bettis, seconded by Burrell that the follovi ng Resolution be adopted.
WHEREAS, a petition by a majority of the property owners residing in the hereinafter described
portion of the City of Caldwell have petitioned the Board of Adjustment that the zoning of said area be
changed from "A" Residence Zone to "E" Industrial Zone and said petition having been approved by the Board
of Adjustment of the City of Caldwell, and
WHEREAS' an ordinance has been introduced for passage by the Council and approval by the Mayor
of the City of Caldwell amending Section 4 -102 of the Caldwell Code of 1942 as amended by Ordinance Ho, 647,
667, 682, 696 and 802 to alter and change the boundaries of "A" Residence Zone of the City of Caldwell,
Idaho by excluding therefrom the following described real property, to -wit:
Commencing at the intersection of Belmont Street and Fifth
Avenue; thence proceeding Southeast along Belmont Street to
the intersection with Sixth Avenue; thence proceeding Northeast
along Sixth Avenue to the intersection with Chicago Street;
Thence proceeding Northwest along Chicago Street to the intersection
with Fifth Avenue; thence proceeding Southwest along Fifth Avenue to the
point of beginning.
and the introduction of a second ordinance for passage and approval by the Mayor of the City of Caldwell
amending Section 4 -106 as amended by ordinance No 650 and 683 altering and changing the boundaries of "E"
Industrial Zone of the City of Caldwell, Idaho to include therein the real property above described.
NCW, THEREFORE, BE IT RESOLVED:
That in accordance with the procedure provided in Sectich 4 -922 of the Caldwell Code of 1942 that

a public hearing be held by the City Council of the City of Caldwell, Idaho in the Council Chambers in
the City Hall of said City of Caldwell on the 5th day of April, 1954 at the hour of 8:00 o'clock P. M.,
Mountain Standard Time giving notice that the City Council of the City of Caldwell is considering ordinances
changing the hereinbe£ ore described property from the "A" Residence Zome to the "E" Industrial Zone and
the City Clerk is hereby ordered and directed to give notice thereof in the Caldwell News - Tribune, a new=_
paper printed and published in the City of Caldwell, Idaho, in two issues thereof published on March I31
and March 29,1954.
Upon Roll Call those voting in the affirmative were: Blomquist, Burrell, Eggers, Weick, Eldredge

ANYON COUNTY, IDAHO; AUTHORIZING THE CLERK TO GIVE NOTICE OF THE TIME AND PLACE FOR HEARTNG AND
OBJECTIONS TO THE SAID ASSESSMENT ROLL; FIXING THE TIME FOR HEARING AND CONSIDERING SAID OR-
ND PRESCRIBING THE FORM OF NOTICE.
HEREAS, the assessment roll of Local Improvement District No. 21 for the City of Caldwell,
nty, Idaho, has been completed in compliance with the provisions of the laws of the State of
such cases wade and provided, and the ordi:!ances of the said City of Caldwell, Canyon County,
d assessment roll having been prepared and made out by the Committee on Sewers, together with the
City Engineer, . containing the number of assessment, the name of the owner if known, and if not known that
the name is unknown, a description of each tract assessed and the total amount of the assessment, and said

on Sewers and the City Engineer,
NOW, THEREFORE, BE IT RFSOLVID by the Mayor and Council of the City of Caldwell, Idaho:
Section 1. That the assessment roll of Local Improvement District No. 21 for the City of Caldwell
Canyon County, Idaho, be, and the same is, hereby accepted and placed on file in the office of the City
Clerk of the City of Caldwell, Canyon County, Idaho. That the City Clerk is hereby authorized and directed
to give due and legal notice, in compliance with the provisions of law, to the owner or owners of property
which is assessed in said assessment roll, whether named or not named, by publication in three successive
issues in the Caldwell News - Tribune, a daily newspaper printed and published in the City of Caldwell,
Idaho and the official newspaper of the City of Caldwell. Said notice shall state that the said property
owners may file, within ten days from the first publication of said notice of time to file objections to sai
assessment roll, objections to said assessment roll and that objections will be considered by the Mayor and
Council on the 5th day of April, 1954, at 800 o'clock P. M.
Section 2. That said notice shall be in substantially the following form, to -wit:

1954, and that City Council will meet on the 5th day of April, 1954, at 8:00o'clock P. M., at the City
Council Chambers in the City Hall in said City of Caldwell, Canyon County, Idaho, to hear and consider
objections to said assessment roll by the party or parties aggrieved by such assessment. The owner or owner
of any property which is assessed in said assessment roll whether named or not in such assessment roll may,
within ten days from the first publication of this notice, file his objections in writing to said assessment

assessment or to any part thereof which said objections must be definite and specific as to the property or

Councilman Bettis informed the Mayor and Council the new construction underway on U. S. Hiway
# 20 had cut the route designated for the beet pulp trucks.
This matter was referred to the Chief of Police. .

A request to open Shaver street from Anderson Street to Garber Street was presented.
This request was denied.
Councilman Weick informed the Mayor and Council that negotiations were under way between the Civil
Defense of Idaho and the City of Caldwell for installation of two way radio for the City of Caldwell Fire
Department.
There being no further business to come before the Council it was moved by Councilman Blomquist,
seconded by Councilman Burrell. Motionoirried.

Moved by Eggers, seconded by Eldredge that the following Resolution be adopted:
WHEREAS C. L. Strang of Nampa, Idaho has presented a bid in the amount of $ 7,244.00, for the
construction of a sewer system in Local Improvement District Number 22, and -
WHEREAS it appears to the best advantage of the City of Caldwell to accept this bid.
NOW THEREFORE, BE IT RESOLVED that the Mayor and City Clerk on, behalf of the City of Caldwell be
authorized to execute a contract agreement with C. L. Strang for laying sewer in Local Improvement District
Number 22. -

Thereupon the Acting Mayor declared the motion carried and the Resolution adopted.
