Council meet in regular session with 9� -yar C. H. Turner presiding, Councilman
Ackley, Adams, Boone, Harrington, Parker and Steunenberg present, S. Hen Dunlap, Clerk,
when the following business was transactede
The minutes of the soscions held during the month of February, 1915, were read
and upon motion of Ackley were approved.
The following bills were read and it was voted upon motion of Harrington that the
same be allowed and warrants were ordered drawn on the various funds in payment of the
acme as follows:

The bill of Miss Ethelwyn Fortner in the sum of 't18.00 for clerical services in
the water department and not o ked by the Finance Committee, was presented. Parker
made a motion that the same be allowed. Motion lost. Upon request of Ackley further
action on the claim was delayed until the next meating.
The report of the following officers for the month of February, 1915, were read;
City Engineer, Water Commissioner, City Treasurer, City Clerk, City Librarian, Street
Commissioner, Police Judge and Sexton. The report of the City Treasurer for the month
of January, 1915, was also read. It was voted upon motion of Parker that the reports
be approved and ordered placed on file,
The City Clerk submitted a special report as follows.
Caldwell, Idaho, February 28th., 1915.
To the Honorable Mayor and City Council
of the
City of Caldwell, Idaho.
Gentlemen.
In compliance with the provisions of Section 8 of City Ordinance No. 165,
relative to the duties of the City Clerk, I respectfully make the folluwing recommen-
dationae
There is outstanding at the prevent time and subject to call, water works buruda
to the amount of $10,000.00. These bonds are drawing interest at the rate of five per
cent per annum.
We have to the credit of the water Works Bond and Sinning Fund at the present
date, something over $2,000.00. The moneys in this fund are raised for the purpose of
paying the bonded indebtedness above referred to. There is also in the Water Works Fund
proper, something like $2,000.00 over and above the amount needed for the curreaL
expenses of that department. This sum could be used for the purpose of calling the
above referred to bonds. There are then in the two funds available at this time,
$4,000.00 with which to call bonds to that amount.
If the above suggestion is carried out there will still be $6,000.00 of Water
Works bonds subject to call. I would suggest that this sum be borrowed from the ;rater
'larks Extension Bond No. 2 Sinking Fund, and invested in the bonds above referred to.
If this is done, then instead of raying interest on $6,000.00 at five per cent to the
holders of these bonds, which amounts to $300.00 annually, the same will be paid to the
said stater Works Extension Bond No. 2 sinking _fund,
As the City funds are now drawing 3 1/2 per cent interest, the above suggestion
if carried out will result in a net saving to the city 62 the difference between
five per cent and three and one half per cent on X10, 000.00, or 6150.00 annually.

The water rentals more than pay the running expenses of the water works department,
The surplus which accumulates from the said water rentals from time to time, could in

the event the suggestion in reference to the loan from the Water Works Extension Fund
is carried out, be applied In repaying the said fund. The result would be a decrease
in the amount which is necesaary to levy annually, by taxation, in order to meat the
Interest on these bonds and to provide for the sinking fund.

It was voted upon motion or Parker that the special report of the City Clerk be
adopted and that the City Treasurer be authorized and instructed to carry out the
recommendations embodied therein.

A letter from the Hodson- Foenaughty Company under date of February 12th., 1915,
quoting prices on road grader parts, was read. It was voted upon motion of Barrington
that the Street Commissioner be empowered to purchase for the grader any needed repairs.
Mr. Schaub, representing the Idaho Power and Light Company appeared and stated
that hie Company was contemplating an extension to its power line and he asked to know
the desire of the Council with reference as to bow the poles should be placed in the
street. It was voted upon motion of Ackley that the matter of location of the poles be
referred to the City Engineer with power to act.
Mr. H. W. Dorman appeared and asked to know what action the Council were going
to take with reference to the petition of the people in Mountain View Addition for
1 water, which had been filed at the last meeting. Re stated that an extension of the
�- Water works system to this section of the City would cost approximately 8900.00 and that
there were enough applicants for the water to pay the City twenty par cent on an
investment of this amount.
It was voted upon motion of Adams that the Wafer Commissioner, Water Superintendent
and City Engineer be appolnted as a committee to investigate the proposition and that
a report be made to the Council at the next meeting.
It was voted upon motion of Boone that the Street Commissioner be empowered to
replace the City's hitching racks.
It was vuted upon motion of Steuneriberg teat the work of sanding the streets be
suspended until the weather cleared up.
It was voted upon motion of Parker that the Water Commissioner be authorized to
settle with the water users who had allowed their pipes to remain open during the cold
weather, to prevent freezing, on the same basis as adopted last month.
�I It was voted upon motion of Adams that the Mayor, Council and other City officials
compose a committee to interview the County Commissioners with a view of getting a
donation for the construction of a bridge over Riverside ditch.
Councilman Adams presented a tentative draft of an ordinance relative to the
salaries of the City Officers. The matter was discussed but no action taken.
It was voted upon motion of Boone that Council ad,jorn until Monday March 8th.,
1915, at 7:30 o'clock p, m.
