HomeMy WebLinkAbout1916-02-23city council minutes_47_ I The reports of the following officers-for the month of January, 1916, were read, Sexton, City Pngineer, 'Police Judge, City Librarian, City clerk, Superintendent of Water ':'forks, Superintendent of Streets and City Treasurer. The report of the City Treasurer for the month of December, 1915, was also read. It was voted upon motion of Ackley that the reports be approved and ordered placed on file. The petition of H. P. Blatchley for the vacation of the lots and alleys on the south half of block Yo. 4 and all of block Yo. 5 inclusive of College Heights Addition to tre City of Caldwell was read. The matter was referred to the City Attorney, The matter of the sidewalk assessments against lots 1, P. and 3, block 63 and lots 1, 2, 3, 4 and 5, block 64 Pevers Ad- lition wan discussed'. No action was taken. The matter of taking over the irrigation ; system was discussed. It was voted upon motion of Hayman that the City Engineer be instructed to drwa up plans by which the City may consider putting the irrigation oystem under the City '"Dater '9orks Department. Councilman Forbes also suggested that the city 1ngineer investigate the cost of cement ditches for the system. It was voted upon motion of Ackley that Council ad,jorn. Attest: L{ayor. . City Clark. Council Chamber, City of Caldwell, Idaho, February ?3rd., 1916, F, Council meet in special session, pursuant to call issued by the E'ayor, with Vayor Fred C. Bo,yes, presiding, present, Councilmen Ackley, Dement, Harrington, Hayman, Forbes and Sanberg, S. Ben Dunlap, Clerk, when the following business was transacted: The call for the meeting was read as follows: To the Honorable the "embers of the City Council, of the City of Caldwell, Idaho. Gentlemen: u You will please take notice that I, Fred C. Boyes, Mayor of the City of Caldwell, Idaho, by virtue of the authority in me vested, hereby call a special meeting of your honorable body to be held in the Council Chamber of the City Hall in the said City on the evening of February e3rd., 1916, at 6 o'clock for the purpose of receiving and considering the report of City Engineer, Guy C. McGee, appertaining to that portion of the Pioneer Trrigation system located within the corporate limits of tl:e said City. Ben runlap, City Clark. -4P- The report of City fr'ngineer VcGee, under date of 'rebruary 23rd., 1916, as to the cost of a system of pipe lines for the irrigation system in Caldwell, togather with q an estimate of the coat of the same system in concrete curb, was then read. Two maps I were presented by the vngineer giving the outline of the present system, within the JI City limits and the amount of curb and curb ditch that are in place at the present time. The report was ordered placed on file and_tbe eontents of the acme were discussed by the members of th e council. Ex -Vayor C. H. Turner, being present, was called upon for an expression of his opinion with reference to the City assuming control of the irrigation water within the platted portion of the C1ty. He stated that he favored the City taking over the system and placing the same in underground pipes or eoncrete flitches as quickly as the financial condition would permit, as the improvement in sanitation and the enchancement of property values would be of sufficient benefit to offset the expense of the undertaking. Re closed his remarks by assuring the council of his hearty cooperation in any plan that they might see fit to adopt. Tt was suggested by Gonncilman Ackley that the City Attorney be requested to report at the next meeting as to all the legal phases with reference to takinrp over the system and the procedure necessary to take in order to improve the same. Fe also suggested that the City Engineer be requested to get more definats information as to the expense of maintaining the system and the cost of the water. A motion was made by Hayman, seconded Percent, that the council adopt the curb system provided it was decided to take over the irrigation of the platted portion of the city. A motion was made by Forbes, seconded Ackley, to amend the above motion by adding, that action be delayed until the next regular meeting. The roll being called on the amendment, the veto resultedt Ayes- Ackley, Forbes, 9anberg -3 Fayes- Percent, Harrington, Hayman -3 Absent - Prone, The vote resulting in a tie, the Vayor cast an aye vote and declared the amendment carried. The roll being called on the original motion as amanded, the vote resulted- Ayes-Ackley, Dement, Harrington, iiayman -4 Fayes- 7orbes- 9anberg -2 Absent -Vone.
