ACKNOWLFd]GMvNT OF NOTICE We, the undersigned Mayor and Members of the Cit�; Council of the City of Caldwell, Idaho, do each 'ihereby- acknowledge notice of an adjourned meeting of the said Cit. Council to be held at the Council Chambers in the City Hall in the City of Caldwell, Idaho, at the hour of 5:00 o'clock P. M. on the 19th day of Feb - Z ary, 1959, for the transaction of all business in connection with the following object: Discussion on a � part or full time Mayor or City Manager, which ob was presented to each of the undersigned in writing. Vassar, Fran Blomquist, Max Luby, Emile dhorb, 0, P. Eldredge and Leland r'inley. The Kayor informed the Council the plans and specifications for Local Improvement District No. 46, were in order for Council approval. Thereupon Councilman Eldredge proposed the following Resolution and moved the adoption thereof, which motion was duly seconded by Councilman Shorb. RESOLUTION By Councilman Eldredge. A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS FOR THE CONSTRUCTION OF IMPRO7:2+CNTS IN LOCAL IMPROV -4FENT DISTRICT No, 46 OF THE CITY OF CAILWELL, IDAHO, AUTHORIZING THE INVITATION FOR BIDS AND SETTING A LATE FOR C°ENING BIDS. WHEREAS, The Mayor ann Council of the City of Caldwell, Idaho, have heretobore duly and regularly, as required by law, created Local Improvement District No. 46 of the City of Caldwell, Idaho, for the pur- pose of constructing in said district, improvements consisting of suitable sewers, ditches, drains, conduits and channels for sanitary purposes with outlets, manholes, catch basins, flush tanks and all other sewer appurtenances necessary for the comfort, convenience, health and well -being of said city; and WHEREAS, the City Engineer of the City of Caldwell has prepared and filed with the City Clerk of said city, plans and specifications for the construction of said improvements in said Local Improvement District No. 46 of the City of Caldwell, Idaho, which said plans and specifications have been presented to the Mayor and City Council and approved, and WHEREAS, it is desirable to invite bids for the construction of said improvements. NOW, THEREFORE, BE IT RESOLVED AIJD ORDERED, By the Mayor and Council of the City of Caldwell, Idaho; Section 1. That the plans and specifications heretofore prepared by the City Engineer and filed with the City Clerk of the City of Caldwell, for the construction of certain improvements authorized in said Local Improvement District No. 46 of the City of Caldwell, Inaho, for the purpose of construction in said district improvements consisting of suitable sewers, ditches, drains, conduits and channels for sanitary purposes with outlets, manholes, catch basins, flush tanks and all other sewer appurtenances necessary for the comfort, oonvenience, health and well -being of said city, be and the same are hereby ap- proved. Section 2. That the City Clerk is hereby ordered to prepare and let invitations for bids and publish the same in the News - Tribune, official newspaper of the City of Caldwell, on the 21st and 28th of February, and the 7th of I'larch, 1959, calling for the opening of said bids at the City Hall on the 9th of March, 1959, at the hour of 5:00 P. M., in accordance with Section 50 -2936 of the Idaho Code. Upon Roll Call those voting in the affirmative were: Vassar, Blomquist, Luby, Sheri), Eldredge and Tinley, Negative: None. Absent and not voting: None. Thereupon the Mayor declared the motion carried and the Resol *tion adopted. Mayor Ed Simmerman stated the Home Rule Bill would be presented to the Legislature in a day or two. Co ,neilman Eldredge reported Robertson Smith would like to have the Mayor and Council of Caldwell present when the Home Rule Bill comes up for discussion. City Attorney, Dean [hiller advised the Courcil an ordinance could be passed to increase the Mayor's salary, but, to adopt a city manager form of government would require a special election to be held at least ninety days before the General Municipal Election. The abore matter was discussed by the Council and the following are the opinions expressed by the Council. Councilman Finley: I think we have had pletny of time to come to a decision as it has been discussed by different groups for at least eight months. It is my opinion we should make a decision on either a part time or full time mayor. C.;uneilman Luby: I agree with Councilman Eldredge on a part time mayor and that an office be set up designating the hours probably from 8 to 12. u Councilman Shorb: I feel we are at least ten years behind on having a full time mayor and I think we should make a decision at this time. Moved by Councilman Blomquist, secx:ded by Councilman Eldredge that Council recess to meet February, on a part time basis.i�, Councilman Blomquist: Consideration should be given to a full time Mayor or a City Manager, Councilman Vassar: I feel that it is asking too much for a Mayor to give the time it requires at a salary of $100 per month and I believe a full time Mayor is needed by Caldwell, ,I Councilman Eldredge: I do not approve of rushing into this until we have time to formulate plans and I understand to raise the salary of the mayor requires the passing of an ordinance sixty days before E � the 3eneral Municipal Electi:n. I also feel the Mayor is underpaid and we should provide an office so that f he would not have to meet citizens at his place of business.
