On February 8th, I received a letter from the City Building Official, request -
ine that I bring my wrecking yard up to the City Code Standards - that is, to
enclose and obscure completely from view of the surrounding public, all dis-
mantled or wrecked cars and parts that ere assembled thereon.
The Cuilding Official reeuested that I set a definite date by which to complete
this lob. I h rPby set May 15th, 1960, as the date by which the enclosure of
this yard is to be comnleted, with an allowance of fifteen days for bad weather,
I further Fire RY assurance that the front eortion of the p ^onerty will he
brought no to City Code Standards first.
I have already begun work and the job is half -way completed, but due to weather
conditions progress is slow:.

Members of the City Council
Caldwell, Idaho
Gentlemen:
We respectfully request that you consider our apol cation for city water
service for our Church property at 2700 South Kimball Avenue, where we will
soon begin construction on a new educational buil -ing.
We wish to direct your attention to the followin items in support or our
request for city water service:
1. The 2" service line is already installed in front of our property
2 '•+ believe the line evogcity is �dern:atp to serve our facilities
in addition, to the three present users now being served
3. Our property is not, and will not be, inder sxistine laws, a source
of Tax revenue far the City

6. We will not have any objection at any time to annexation by the City
of Csldwell - in fact we would wIlcome such action.
We have discussed c is matter of sunulying city water to users outside the city
limits with members of the City Council, our Mayor, and our City En &ineer. As
a result of these discussions we recognize the problems involved, and w e do not
in any manner criticize the ,indEment of the Citv Council in adopting a policy
they d eemed necessary.
We do, however, respectfully request rhat an exception be made in our case for
-
the reasons set forth above, and we believe this exception can be made without
violation of th- true intent of the policy established by the Council.

Councilman Smith presented the following recommendations from the Golf Board of Controls
MEMORAbIDUM February 15, 1960

Based on 1959 receipts, the above increase will bring in additional revenue of approximately
$2,1:00.00 annually.
Improve Maintenance In order to justify the above increases, improved maintenance is
needed. Greater care is required around the greens, both in mowing the greens and trimming
fringes of the greens. More weed control should be exercised. Attention is needed con-
tinually in the general upkeep and maintenance. It is recommended that a full -time man
be assigned to the Golf Course to accomplish this improved maintenance. His duties would
be to mow greens, trim fringes, change cup placements, and all other general maintenance
work. Additional labor would be required at times and of course the fairways would still
have to be mowed by the same men and ennioment that mows the rest of the park system. It
is felt that greater efficiency would ,bs achieved if this full -time man were assigned to
the golf pro for supervision. The golf pro would be in position to see the current needs
and the proper care required.
Additional Compensation for Golf Pro - Increased play at oup golf course the last couple
of years warrants increased compensation to the golf pro, expecially during the regular
season, April 1 to October 1. It is therefore recommended that the salary of the Golf pro
be increased from $2,400.00 to $3000.00, the increase to be paid at the rate of $100.00
per month during the period from April 1, to October 1. This would reimburse him for extra
help needed to properly administer to the needs and demands of the playing pub1
Additional Locker Room - Additional lockers are badly needed as presently a number of golfers
are on the waiting list for lockers and none are available. This situation is under study
at the present time and a recommendation will be made at a later date.
Previous REcommendations for Re airs and Im rovements - It is hoped that the repairs and im-
provements in a memorandum dated November 2, 19 9 will be accomplished as soon as possible
after the ground can be worked.

The- recommendations were discussed by the Mayor and Council.
There upon it was moved by Councilman Smith, seconded by Councilman Vassar these recommendations
accepted.
Upon Roll Call it appeared the motion was unanimously carried.
Mayor Simmerman appointed a committee consisting of Councilman Smith, Councilm an Vassar and Dean
ller, City Attorney to prepare a tentative agreement with the Golf Pro and present to the Council for con -
deration.
- Moved by Eldredge, seconded by Vassar City Offices be closed February 22- Washington's Birthday.
Upon Roll Call it appeared the motion was unanimously carried.
There being no further business to come before the Council it was moved by Councilman Smith,
conded by Councilman Luby that Council adjourn. Motion carried. Z-
