SPECIAL MEETING
February 13, 1978
4:00 P.M.
The Meeting was called to order by Mayor Pasley.
The Roll of the City Council was called with the following
members present: McCluskey, Williams, Raymond, and Bauman.
Absent: Olesen and Hopper.
(IRRIGATION ASSESSMENTS FOR 1978)
The Mayor explained that this meeting was called according to
Section 50 -1807 of the Idaho State Code which states that on the
second Monday in February of each year the City Council shall meet
and make estimate of the necessary funds for the expenses of
maintaining, operating, improving and extending and enlarging
said city irrigation system for the ensuing calendar year. On
or before the first of March of each year, the City Clerk must
give notice of the time the Mayor and City Council shall meet to
correct the assessments. This notice shall be published twice
in intervals of not less than six days in the official newspaper.
The meeting to correct the assessments must be before the 20th
of March.
The Mayor stated that according to figures from the Treasurer`s
Office, the City of Caldwell was not taking in enough money for
irrigation tolls to meet expenses. The Caldwell Municipal
Irrigation was not charging as much as the other irrigation systems.
The Mayor felt that the personnel in the Irrigation Department
would have to be rearranged so that the expenses would not exceed
the budget. This could be 'done by using them in other departments
such as the road department for projects which would eliminate
the expense in the Irrigation Department.' The Mayor said that he
felt the City could not increase the toll more than $2.00 per lot,
but he also felt that there,just laad to be some increase. The
expenses for the year 1978 totaled $113,542.00 for a twelve
month period. The City took in $91,753.00 of which $15,984.00
was transferred from the Sanitation Department making the actual
income from tolls $75,769.00.
Much discussion followed these comments by the Mayor. Councilman
McCluskey felt that the City Council must sit down and discuss the
possibilities of using the Irrigation personnel for other projects
and cut the expense down in the Irrigation Department. Work had
been started in going over the irrigation assessment rolls to
see if they were all correct and to make the corrections as needed.
The Council agreed that this work must be done as it could make
a great difference in the amount that was collected. It was
agreed that bids should be' "asked.for and an engineering firm hired
to complete this work.
- A copy of last year's Resolution was given to each of the City
Council members for their study. The proposed resolution was
read by title as follows:
RESOLUTION FIXING ASSESSMENTS OF THE CALDWELL MUNICIPAL
IRRIGATIONSYSTEM FOR THE YEAR 1978
The Resolution will be considered at the March 7th Regular
City Council Meeting.

MOVED by McCluskey, SECONDED by 'Raymond that approval be given for
an increase of $2.00 per lot making it $12.10 per lot for 1978
and that the $24.00 per acre remain the same for 1978 and that
a formal bid on redoing the assessment rolls for the Irrigation
be presented to the City Council within 30 days and that the job
be completed in 120 days after the contract date.
The Mayor called for a roll call vote on the motion. Those voting
yes: McCluskey, Williams, Raymond, and Bauman. Those voting
no: none. Absent and not voting: Olesen and Hopper.

The following notice will be published in the local.paper on
February 18th and February 25th:
WHEREAS, On the 13th day of ,February, 1978, the Mayor
and Council of the City of Caldwell, Idaho,.; did make an estimate of
the necessary funds required for the expenses of maintaining,
operating, improving, extending and enlarging Caldwell Municipal
Irrigation System for the calendar year 1978, which estimate did
also include a,reasonable sum, not.to exceed ten.percent (10 %) of
the total estimate, for the anticipated unpaid delinquent taxes; and
WHEREAS, Such assessment has been carried out by the
Clerk of the City of Caldwell and entered under appropriate columns
on the assessment roll of said Caldwell Municipal Irrigation Systems;
_NOTICE,is, hereby given that the Mayor and Council of the
City of Caldwell, Idaho, will meet at a Board of Corrections on the
7th day of March, 1978, at the hour of 7:30 o'clock in the Council
Chambers in the City. Hall of the City of Caldwell,, Idaho, to correct
the assessments so levied and assessed; when and where any person
desiring to make objections'to the assessment so levied and
assessed may appear .
DATED this 13th day of February, 1978.
There being no further business, the Meeting was adjourned at
4:40 P.M.
