A CEL11 meeting of the City Council met in the Council Room of the City Hall, with
M. S. Sandmeyer, President of the Council, presiding in place of the Mayor, Fred L. Lilly
who was ill.
On Roll Call, the following Councilmen answered present; M. S. Sandmeyer, A. G.
Keister, C. E. Bales, Joe Dickens and C. M. Johnston. Absent E. L. Vassar,
This was the' day on which the Boy Scouts of Caldwell had taken over the 'various
offices of the C1'ty's government from 4 :00 to 5:00 P. M. And at this meeting the Scout
Council were present as follows: Bob Froman as Mayor, Bobbie Murray as City Clerk and
Charles LEO Bride, James Ruark, Paul Parrigh, Ronald Street and Bert English as Councilmen
besides some twelve other Boy Scouts. The acting Mayor gave the Scouts a nice talk, ex-
plaining the duties of the various officers. The Boys showed great interest in the Cite s
affairs, casting their own votes on the different questions that came up before the
regular Council.
M. S. Sandmeyer brot up the matter of the accident to the Sprinkler, and on motion
made by Dickens and seconded by Johnston, it was moved bIkat the Mayor be empowered to
employ R: B. Scatterday to assist the City Attorney in bringing legal action to collect
the insurance. Motion Carried.
The Clerk read an Estimate from the Idaho Power Co, giving the estimated price for
installing nine additional lights from the Bridge across the Boise River along Kimball
Street to Cleveland Blvd. and along Cleveland Blvd, to 23rd. Street.
Moved by Bales and seconded by Dickens that. we accept the proposition as made by the
Idaho Power Co and install the nine lights at the following points:

The Committee appointed at the last meeting Motion Carried
of the Council to investigate the
request of Walter Griffiths to have the Council oante1all delinquent taxes on Lots
1 3 to 19, Block 19, Dormans Addition, reported that they had gene into the matter very

thoroughly and find that the 1930 taxes had not gone delinquent on December 8, 1930, the
date when Resolution No. 56 by Bollman was passed, authorizing the City Treasurer to
cancel all Delinquent taxes on the above Lots, and further a part of the 1930 taxes on
and so
these Lots were for Curb and Gutter No. 9 /are Bonded and can not be cancelled. Therefore,
the Committee recommends that the 1930 taxes be not cancelled.
Moved by Bales and seconded by Keiater that the above Committee Report be accepted
and approved. Motion Carried.
Moved by Dickens and seconded by Keieter that this Council stand adjourned
upon call of the Mayor. Motion Carried.

A Call Meeting of the City Council met on call of the Mayor, with the Mayor, Fred L.
Lilly presiding.
On Roll Call, the following Councilmen answered present; M. 8. Samdmeyer, A, G.
Keiater, C. E. Bales, E. L. Vassar, Joe Dickens and 0. M. Johnston.
The City Clerk, 0. D. Rush, being sick with the Flue, the Mayor appointed H. E.
Parmenter Acting Clerk, and announced thet the Council was now in session to hear any
business that might be legally brot before it.
Ray M. Clark appeared before the Council and presented the matter of the Washington
Bi- centennial Celebration to'be presented at the College Stadium in May and asked for the
support and approval of the City Council.
The Mayor assured Mr. Clark of %he hearty support and co- Operation of the Council
in the matter.
The matter of the State Guarantee Law was brought up by Councilman Sandmeyer. The
City Attorney read Ordinance No. 479, relating to the Guaranty Law, and after a thorough
discussion the Council decided to stand by the Ordinance and not raise the rate of inter-
est on any Warrants that might be issued in compliance to the above Law.
The Mayor,.on the advise of the Council
. , instructed the Treasurers to go ahead
and issue Warrants to the various persons who hold unpaid Coupons on Improvement Districts
that would come under the provisions of the State Guaranty Law and in accord to Ordinance
No. 479.
Moved by Vassar and seconded by Dickens that the Cemetery Committee draw up a Lease
for the rent of the house on the Oemetery land, whioh is rented to John A. Tucker.
Motion Carried.
Moved by Vassar and seconded by Keieter that this Oeunoil stand adjourned,
Motion Carried.
