SPECIAL MEETING
February 10, 1975
9:30 &M.
The meeting was called to order by Mayor Posley.
The roll of the Council was called with the following Council members
present: Gamboa, Carter, NOCluskey, Williams, and Banks. Absent:
Dakan.
(RESOLUTION NO. 6 - AUTHORIZING PAYMENT OF CLAIM. BY REGISTEFLRD WAR.RANTT)
The Mayor said that this meeting was called to ask the Council to give
authority to have an Airport Fund Warrant drawn payable to the Idaho
First National Bank to bear interest at six percent. Theae warrants
have not been printed as yet because the Council had not given their
approval. The amount to be handled at this time would be $10,00000.
The Mayor further explained to the Council that the reason for this
situation was due to the fact that a warrant was issued to R� W.
"Bab" Smith for $10,000.00 before preparation was made to handle this
amount. Mr. Smith was issued the warrant for services concerning
negotiation, appraisal review, relocation and acquisition for the new
airport,
The Mayor stated that Yr. NQrle Hamilton, Vanager of the Idaho First
National Bank, was to pick up the warrant issued to Bob Smith at the
Bank of Idaho and the Idaho First National Barak would hold this warrant
until redeemed by the City of Caldwell, The Yhyor talked to Mr. Hamilton
who gave his consent to this procedure.
The City Attorney drew up a Resolution to cover the situation which was
read by the Mayor as follows;
RESOIDTION AUTHORIZING TAYMENT OF CLAIM BY REGISTERED WARRANT
AND FIXING INTEREST RATE AT SIX PEKENT.
WHEREAS, The City of Caldwell, Canyon County, State of
Idaho, has determined by ordinance duly enacted to sell its
existing airport; and
WHEREAS, The City Council has determined that it is navesoarY
to acquire alternate lands upon which to develop an airport; and
WTE The City of Caldwell has made application to the
Department of Transportation for federal participation in said
airport acquisition and development; and
WHEREAS, Said application to Department of Transportation
has received preliminary approval; and
WHEREAS, The City of Caldwell will expend funds far the
aoqaisition of airport lands, which said funds mill be reimbursed
by federal funds to the extend of 8 3-55 percent; and
WHEREAS, it is necessary and an emergency existing that the
City secure funds repayable on warrant out of which to pay existing
obligations which said obligations have been duly provided for
in the interim budget duly adopted by the City Council.
NOW, THEREFORE, the Mayor and Clerk are hareby authorized and
directed to pay the claim of Fobert Smith in the amount of
$10,000.00 by money borrowed by Registered Warrant as provided by
Section 31-2125, Idaho Code.
Provided further that pursuant to Section 31-2124, Idaho Code,
six percent (6%) is fixed as the rate of interest that said warrant
shall draw.
Councilman NbCluskey sponsored this Resolution. AD17D by YhCluskey,
SECONDED by Gamboa that this Resolution be passed.
The MAyar called for a roll call vote. Those voting yes: MbCluskey,

Williams, Banks, Gamboa, and Carter. Absent and not voting: Dakan.
MOTION CARRIE
(AUTHORIZE PRINTING OF AIRPORT WARRANTS )
The Mayor said that at this time a motion Was also needed to authorize
the printing of the airport warrants.
It was MOVED by McCloskey, SECONDED by Williams that authorization be
gi f or the printing of' the airport warrants.

Councilman Banks reported briefly concerning negotiations being
conducted with the Fire Department concerning salaries. He said that
he was not sure if the Department understood the situation as far as
the monies available for
t a raise in salaries. The Fire Chief was
submitting his budget with a $50-00 raise requested for the men and
Councilman Banks felt that they would request a mediator in regards
to this problem.
There being no further business, the meeting was adjourned at 1 0:15 A.M.
