Council Chamber, City of Caldwell, Idaho, February 9th., 1918.
Council meat in special session, pursuant to call issued by Mayor E. H. Plowh-
ead, said call being issued on the 7th day of February, 1918 The officials hereinafter
named being present, Councilmen Dickens, Amos J. Miller, F. ii. Miller, Mitchell, Sanberg
and Ward, City Clerk, S. Ben Dunlap.
Mayor F. L. Lilly presides.
Mayor F. L. Lilly having on the 13th day of July, 1917, been duly adjudged
to have been legally elected Mayor of the City of Caldwell on the 24th day of April, 1917;
in the District Court of the Seventh Judicial District, State of Idaho in and for the
County of Canyon, in the case before said court entitled, "F. M. Cole, et -al Plaintiffs,
vs E. H. Plowhead Defendant, and whereas E. H. Plowhead had appealed from the aforesaid
judgement to the Supreme Court of the State of Idaho, and said appeal having been heard
in said Court and its judgement of affirmance of the said judgement of the said
District Court aforesaid was duly entered thereon on the 17th day of January, 1918, and
thereafter on the 7th day of February, 1918, a motion for a rehearing in said cause
having been denied by said Supreme Court, and thereafter on the 8th day of February, 1918,
the execution of the judgement rendered on the 13th day of July, 1917, having been had,
and F. L. Lilly having on the said Stn day of I'ebruary, 1918, at 11:20 o'clock A. M.,
been placed in possession of the office of Mayor of the City of Caldwell, Idaho, and the
said Honorable Fred L. Lilly, being present, palled , .tshe meeting to order and presided
thereove8, when the following proceedings were kad, to -wit:

The call for the meeting was read as follower
Mr. S. Ben Dunlap, City Clerk,
Caldwell, Idaho.
Dear Sir:
You are hereby directed to call a special
meeting of the City Council to be held Saturday
February 9th., at 8 o'clock P. M., 1918.
The purpose of the call is to consider bill
No, 11, known as Ordinance for voting bonds for a
hospital, and Bill No. 12, known as Ordinance for
selling lot 9, block 11, Caldwell Original, said
lot being the property of the City of Caldwell.
This call is made as of authority invested in
the Mayor as of Ordinance 3, section 3, in ordinances
of City of Caldwell:. -, ,

Consideration of and passage of Bill i-o. 11, Hosrital Ordinance No. 293.
It was voted upon motion of Sanberg, that the Council proceed to consideration
of Bill No. 11.
It was voted upon motion of Councilman F. R. Miller, seconded Councilman
Mitchell, that 8111 I40. 11 be amended by striking out the words, "twenty thousand dollars ",
wherever appearing therein, and inserting in lieu thereof, the words, 'thirty thousand
dollars'.
Bill ITO. 11, by Councilman ward, as amended, entitled, "An Ordinance providing
for a special bond election of the City of Caldwell, Canyon County, State of Idaho, for
the purpose of submitting to the qualifLed electors who are taxpayers, of the said City
the question of issuing municipal coupon bonds of said City in the sum of Thirty Thousand
Dollars, for the purpose of providing funds for the purchase of a building site

and the purchase or construction of a public building or buildings for the City of
Caldwell, to be used as a municipal hospital and nurses home, and for the furnishing anal
equipment of the same; and providing for the issuing of said bonds, and the payment of
interest thereon, and the creation of a sinking fund for the payment of the principal
thereof in the manner provided by law ", was read the third time and placed on its final
passage. On the question, shall Bill No. 11 pass? The roll being called, the vote
resulted:
Ayes- Dickens, F. H. Miller, Mitchell, Saulaerg, Ward -5.
Hayes -Amos J. Miller -1.
Absent -Hone. So bill Ho. 11 passed becoming Ordinance No. 293.
Consideration of and passage of Hill No 12- Ordinance providing for sale; of lot -Ord # 294.
Bill Ho. 12, by Councilman Mitchell, entitled, "An Ordinance providing for a
special election of the City of Caldwell, Canyon County, State of Idaho, for the purpose
of submitting to the qualified electors of said City the question of authorizing the
Mayor and council of said City to sell and convey lot nine of block eleven of said City
to the highest and best bidder therefor and for not less than the appraised value of
eleven hundred and no/100 Dollars ", was read the third time and placed on its final
passage. The question being shall Bill He 12 pass? The roll being called, the Soto
resulted:
Ayes - Dickens, Amos J. Miller, F. it. Miller, Iitchell, Sanberg, Ward -6.
Nayes znd Absent -None. So Bill No. 12 passed becoming Ordinance No. 294.
Adjornment.
This concluding the business for which the meeting was called, it was voted
on motion of Councilman Ward, seconded Councilman F. ii. Miller, that Council adjorn.
