RESOLVED, that the Mayor be and hereby is authorized, empow-
ered and instructed to execute a contract with the Oregon Short
Line Railroad Company providing for the purchase of water from
the City of Caldwell for Station and other uses at Caldwell,
said contract being designated in the Railroad Company's
files as Chief Engineer's contract No. 2925,
It was voted upon motion of Barrington, seconded Heyman, that the resolution be
adopted.
Councilman Ackley stated that Mr, W. L. Hasbrouck had applied for permission to
put a brick extension on the building on Kimball Avenue between Arthur and Blain Streets,
occupied by the Kingsbury Paint shop. In answer to inquiry the City Attorney stated that
such an extension was in violation of the Fire Ordinance.
Street Commissioner Campbell reported that the Street Committee and himself
had decided to discontinue the sanding at this time because of .shortage of funds.
The matter of creating improvement districts was taken up and discussed. City
Attorney Walters explained the procedure necessary to take in order to create improvement
districts.
It was voted upon motion of Forbes that Council ad,jorn.

Ceuneil meet in regular session with Mayor Fred C. BoyPS, presiding, present,
Ackley, Dement, Barrington, Hayman, Forbes and Sanberg, S. Ben Dunlap, Clerk, when the
following businaes was transactede
Mr. H. A. Griffeths, being present, called attention to the duty of the City
and the Pioneer Irrigation TI strict to clean their Joint ditches in the Golden Gate
Addition, He also called attention to the need of manholes in the the drain from the
pump house to 5th Street. Be also stated that in his opinion the City should adopt
some method to regularly check Caldwell 'a tax account with the County Collector. He stated
that if the Recounts for the ,years 1907 and 1908 were checked it might develops that
money had been collected, which the City had not received.
The matter of tle ditches and manholes was referred to the water committee
and the matter of checking the tax collections was referred to the finance committee.
Mr. W. F. Norton appeared with a complaint that the sewer in the north part of
the city was in an unsanitary condition. Be stated that the trunk line was 'broken in a
number of planes and that by reason of the condition of the said sewer his property and
also other property had been flooded by water from the sewer. We, asked the rouneil to
take what ever notion necessary to relieve this condition. The matter was referred to
the water committe for investigation and report.

Mr. 1 ", 1% Woodward, representing the Warren Construction Company, and Mr. S. M.
Barlow of the Tarvia Paving Company each spoke relative to the merits of their respective
pavements.
The application of Mr. George W. Williams for permiesion to make alterations
in the Big n Paint Shop building was read. 'fr. Williams also submitted plane showing the
contemplated improvements. It was voted upon motion of Demont that the permihsion be
granted.
The minutes of the meetings geld during the month of January, 1916 were read
and upon motion of Harrington were approved.
The following olaim.e against the City, which had been o, k'd by the Finance
Committee were read. It was voted upon motion of Harrington that the bills be allowed
and warrants be ordered drawn on the various funds in payment of the same as follows.

Councilman Forbes called attention to the syphon in the sewer across Tndian
Creek, rear 5th and Alain streets, stating that the same is too small and continually
causing trouble. The matter was referred to the water corrmittoe.

The reports of the follol'Ang officers for the month of January, I 16, were
read. Sexton, City Engineer, police Judge, City Librarian, City "lark, Superintendent
of Tater 7,orks, Superintendent of Streets and city Treasurer. The report of the City
Treasurer for the month of necember, 1115, was also read. It was voted upon motion of
Ackley that the reports be approved and ordered placed on file.
The petition of H. P. Blatchley for the vacation of the lots and alleys on
the south half of block 7o. 4 and all of block ? *o. 5 inclusive of College TFeights
Addition to t}e City of Caldwell was read. The matter was referred to the City Attorney.
The matter of the sidewalk assessments against lots 1, 2 and 3, block 63
and lots 1, 2, 3, 4 and 5, block e4 nevers Addition was discussed. No action was
taken.
The matter of taking over the irrigation system was discussed. It was voted
upon motion of ?layman that the City Engineer be instructed to drua up plane by which the
City may consider putting the irrigation system under the City ':Dater °orks TPepnrtment.
Councilman Forbes also suggested that the ^ity =rgineer investigate the
cost of cement ditches for the system.
It was vot =d upon motion of Ackley that Council adjorn.

Marro r of the City of Caldwell, Idaho, by virtue of the
authority in me vested, hereby call a special meeting of
your honorable body to be held in the council Chamber of
the City Hall in the said City on the evening of February
23rd., 1916, at 8 o'alools for the purpose of receiving and
considering the report of City Engineer, Guy C, idc0ee,
appertaining to that portion of the Pioneer irrigation
system located within the corporate limits oP the said City.
