COUNCIL CHAMBERS, JAN.I6TH,1922.
The Council met in reftlar session. pursuant to adjournment, with Mayor Miller,
presi&ing.Cougcilmen Kimbrough ,?dumford,.0akes,Rowland, and Wastoott, present, and
Bollman,absent.
Al Mayfibbdrequested a franchise for a power ling faom Kimball to 9thSt in the alley
between Hannibal and Indiana Streets. No action was taken on this matter but it was
voted On-motion of Oakes that the Mayor appoint a Committee of three and the City Attorn
ey to investigate this oondition;also all other grievances of a similar nature that had
arisen from the Idaho Power Cole refusing to furnish power to the inhabitants of Caldwel
as set forth in their Franchise. The Mayor appointed West 0ott, oa kes, and Rowland.
H.J.Meade asked for a franchise to place waste paper oane,ueed for advertising purpoa
es on certain corners of the City. It was voted on motion of Oakes that the i eayor appoi
nt a committee of three to Investigate this matter and report at the neat sessien,The
Mayor appointed Oskes,Mumford, and Kimbrough.
Geo.Green asked for the statue on the Sprinkling Contract.This matter was left with Y
the original committee of Westoott,B011maa, and Rowland.
It was voted on motion of Kimbrough that the Street Committee be instructed tp
place danger signals on all fogr corners and a cement block in the center of all
dangerous corners.
Westoott reported that the grade on Canyon Hill was hot as good a grade as the
U.S.R.S. had torn down; that it should be made to place a retaining wgll on the side
where the earth slides into the ditch and tomake toe grade somewhat wider.The City
Attorney was instructed to take the amtter up further with J.B.Boad,Project Manager.
It was voted on motion of Rowland that the Finance Committee have all Banks give
Sptrety Bonds for City money on deposit.
The City Clerk was instructed to write Ira B. High and ask him,to submit sample of
papsg� and shape of bond for Sewer Dist. #9.
It was voted on motion of Wgstoott that the City Attorney procure an additional
legal opinion .on the proceedings of Sewer Diet. #7.
It was voted on motion of Rowland that the Council adjourn.

The Council met in regular session with Mayor Miller,presiding,ocuaoilmen, Bollman,!
8imbrough, Rowland and Weatoott present, and Mumford and Oakes absent,
The minutes of the preceding mebtinge were read and approved.
O.M.Soper.on the behalf of the Citizens living near and around Ibth & Fillmore,
requested a street light on-that oorner.It was voted on motion of•Kimbrough,`seoonded by
Bollman, that the Maypr appoint a Committee of three to investigate and report to the
Coujnoil. The ,mayor appointed Kimbrough, Rowland.! and Bollman.
A petition, aignadby F.Kemp Heath and others, praying for the water mains to be extended
outside of the City limits on Kenyon gy11,: was presented.It was voted on motion of Wsgtoot
seconded by Rowland,_ that the Water Committee together with the City Attorney and Water
Supt., be allowed to work out a plan,if feasible and report the same at a latter meeting.,

It was voted on motion of Nestoott,seoonded by Howland,i that the Water Committee be
given the power to enter into a new contract with the O.S.L.R.R.CO. for the use of water at
this place. This was drone at the request of Peterson.0.S.m.R.R.00. Engineer.
C.E.Looke appeared before the Council and stated his inability to receive' lights at the
corner of Iot & Dearborn. He was referred to the Committee out on this some matter concerni
other people, who had similar grievances.
The matter of opening up new streets in the City was presented to the Counoil.by the
Street Supt. and on motion of Bollman, seconded by Ximbrough the same was left to the Stre
Committee and City Attorney.
It was voted on motion of Westeott,' seconded by Bollman; that the Finance Committee be gi
power to have bonds printed for Sewer Districts # 7 & 9.
It use voted on motion of Westoott, seconded by Boll:man, that the bills as read and app
be allowed and warrants drawn on the various funds as follows;

The Council met in regular session pursuant to adjournment with Mayor Killer,preeiding,,
Councilman, Bollman,Kimbrbugh,Mumford,and Weetoott,'present, and Oakes and Rowlaad absent.
I.H:Blunt,1resident of the Commercial Club, requested thb cooperation of the Council
In securing a rest room. He reported that E.H;Plowhead told hilt he could have the room
formerly occupied by Niohol,Rahna,and Madden could be had for six months at 160 permonth;
that the Had Cross Salvage could verl likely be thrown into the some office and that
would fill a much ne eded want. It was voted on motion of Kimbrough;seoondod by Mumford
that the Mayor appoint a committee of three to work with Mr.Blunj; on this matter.The
Mayor appointed Bollman,' Kimbrough, and Westcott.'
Water Work Committee were nit ready to report on the proposal of Kemp Heath for
putting water on Canyon Hill.
Tt was voted on motion of Bollmsn,seconded by Rumford, that the Mayor appoint_a Co®—

A oommuniaation from R.Farrer,O.S.L.Agent was read asking for a unifD=' BPeed of train
through the different towns and that an ordinance be enacted for that purpose. The City
Attorney was authorized by the Council to notify the O.S.I.R.R.CO. that inasmuch as the
they had not acoomodated the City by not having the Crossings fixed properly and not put —
ting,& the proper signals,' where asked for, the City did not feel as though they could
acoomodate them, until the demads aforesaid were complied with.
.Walter Griffiths read a communication feem Van Winkker Shields Jr.,00unsel for
Xsels; Bros. concerning the bonds of Sewer Dist.07and it was voted on motion'of Westoott,l
seoon&erl by Kimbrough, that the same be referred to the City Attorney for rebl*.

ftercas,'the assessment roll for local Sewer Improvement District N0.9 is the City
Of Cadwell,County of Canyon.'gtate of Idaho, has been duly prepared by' the Mayor and City
Council in the manner provided by law, and is now ready for consideration.
Aow,'Therefors, be it resolved that said assessment roll for local Sewer Zmprovement
District NO-9 in the City of Caldwell, be placed in file in the offiOQ of the City Clerk
and tb°e 13th day of Maroh,I922, at eight o'clock P.M. of said day irk the Council Chambers
of the City of Caldwell, be fixed as the time .and place for hearing and considerXing
objeotions to said assessment roll, by the party oyi'r parties aggrieved by said assessment,'
and,
Beeit further resolved that the City Clerk, be, and he is hereby authorized and directs
to give due and legal active by two successive publioatine in the offioial newspaper of
the Citq of Caldwell, that said assessment roll is on file ma the office of the City Clerk
and the date of filing the same and the time at which the Council will hear and oonetder
objectiona to said assessment roll, by the parties or any party aggrieved by said assessmen
roll
