The Regular Vonthly V.eeting of the City Council met in the Council Rooms of the City Hall, with the Mayor, Jason C. Smith presiding. Upon Roll Call the following c ouncilmen answered pr sent- Fran Blomol -ist, L. E. Burrell, Geo Cleveland, Emile Shorb, L, P. Eldredge and J. M. Bettis. The Mayor informed the Council this was the time set by notice for the Mayor and Council to meet as a Board of Correction to review and correct assessments of the Caldwell Municipal Irrigation System. There was no one present for or against. This being the time set by notice for receiving and opening bids on the sale of bonds of Local .Improvement District # 33. - Two bids were received as follows: Bond No. 1 127.76 Charlie L. Bourland Bonds Nos. 18- 19 -20 -21 1200.00 Bonds Nos. 2 -17 inc. 4800.00 Hap Hollrich ;b127.7 Moved by Eldredge, seconded by Bettis that these bide be accepted• Upon Roll Call it appeared the motion was unanimously carried. This being the time set by notice for receiving and opening bids on the sale of bonds of Local Improvement District # 37. One bid was received as follows: Bond No. 1 168.10 Bernie Holden Bonds Nos 2 to 21, inc. 5700.00 .10 Moved by Eldredge, seconded by Bettis that this bid be accepted. Upon Roll Call it appeared the motion was unanimously carried. The following letter was read and ordered spread on the Minutes: February 2, 1957 Mayor Jason Smith Jason Smith Motors Caldwell, Idaho Dear Mayor Smith: An important committee meeting on previous schedule prevents my attendance at the Dedication of the City Hall, February 4, 1957. The following letter was read and ordered spread on the Minutea: January 14, 1957 Mayor Jason Smith City Hall- Caldwell, Idaho Dear Mr. Mayor: Several weeks ago I received a call from the Caldwell police depart. ment quite late one night that one of the doors to our warehouse on 3rd and Railroad was open. I stopped by the police department on my way to the warehouse and one of the officers was courteous enough to accompany ne to make certain that everything was all right. I want to take this opportunity to commend you and the Caldwell police department for such efficiency and courtesy. You and the members of the Council have reason to be proud of this accomplishment, which of course includes the erection of this fine addition to the City of Caldwell., We trust that the city employees and the C ouncil will find the new building to be convenient and adequate. The following letter was read and ordered spread on the anutes: THE GOVERNOR'S COMI•AITT'EE ON EMPLOYMENT OF HANDICAPPED Honorable Jason C. Smith Mayor of Caldwell Caldwell, Idaho January 15, 1957 Dear Mayor: Several years ago the President of the United States recognized that our physically handicapped citizens were experiencing considerable difficulty in obtaining employment. As a result the President's Committee on Employment of the Physically Handicapped was organized in an effort to educate the public and employers as to what the physically handicapped can do in employment if properly rehabilitated and placed. The Governor's Committee in Idaho was organized to further the program on a State level. Much has been accomplished through the President's Committee and its state counterparts. However, these existing committees do not and cannot effectively carry our program into the communities unless we have functioning community committees. I am pleased toreport that where local committees have been in existence during the past year or two, considerable progress toward eliminating hiring restrictions and creat- ing acceptance for this group has been evidenced. I am asking that you, as Mayor of Caldwell, consider the need and feasibility of establishing a Mayor's Committee. Representatives from your local office of the Employ- ment Security Agency can be of considerable assistance to you in providing and evaluating the needed information. Members of the Governor's Committee will be available to you for any information anj assistance needed in connection with this program, For your information, enclosed is,a more detailed statement of the objectives of the Governor's Committee. Lockie and Wm Lesh as a Mayor's Committee. Moved by Blomquist, seconded by Burrell that this appointment be confirmed. Upon Roll Call it appeared the motion was unanimously carried. A petition was presented to the Mayor and Council, signed by property owners, petitioning the creation of a Local Improvement District for the purpose of constructing curb, gutter and asphalt pavement on Ash Street from Wisconson Avenue to Illinois Avenue; Wisconson Avenue from Oak Street to Ash Street. This petition was referred to the City Engineer. VIII Thereupon Councilman Blomquist introduced Bill No. 15, entitled: AN ORDINANCE GIVING NOTICE TO ALL CITIZENS OF AND OWNERS OF PROPERTY IN THE CITY OF CALD:ELL, IDAHO, THAT AN APPLICATION HAS BEEN PRESENTED FOR THE VACATION OF BLOMQ'JIST AVENUE FROM ITS INTERSECTION WTTH EVANS STREET TO ITS INTERSECTION 77TH CROOKHAM STREET, AS PLATTED BET'ATEN LOTS 2 and 3 OF THE INDUSTRIAL: SITE ADDTTION TO THE CITY OF CALDWELL, IDAHO; PROVIDING FOR FILING OBJECTIONS THERETO AND FILING CLAITMS FOR DAMAGES SUSTAINED THE 'EBY, PROVIDING FOR ASCERTAINING SUCH DAMAGES BY THE MAYOR AND COUNCIL OF THE CITY j OF CALITNELL; AND PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE. which was read for the first time and the Council proceeded to a consideration of Bill No. 15. The following letter was read from the City Treasurers February 4th, 1957 Mayor & Council I thought I would give you the status of some of the funds since our tax money has come in. The Library Fund has a balance of $1,145.76 with $1,234.23 in out standing warrants. I '� I doubt we will have more than 4 or 5 hundred more in from taxes during the fiscal year, for this fund. li The Auditors have asked me to keep all funds olf of the red by the end of the fiscal year '! and of course the only thing I can do is either transfer from the General Fund into these ot!:er funds or register. The Street Lighting fund is another account that probably won't be able to carry through the entire year by itself. Another fund in the red is the .Cemetery Fund, and I doubt if we will have enough revenue to carry this, although we will have some interest - from the warrants and bonds which I have purchased. I - I shall appreciate your deciding which way you want this handled. /s/ Alta ii - Councilman Burrell was instructed to notify the Library Board of the Treasurer's Report. The City Attorney informed the Council a transfer from the General Fund to these funds would have ito be made before the end of the fiscal year Mr. L. A. Pendrey, representing Idaho Concrete Pipe Co., was present and informed the Mayor and 1' i Council the difficulty betwwen the Idaho Concrete Pipe Co., and Intermountain Co., had been settled. The City Attorney was instructed to write Intermountain Co., requesting affidavits showing all liens j had been settled before warrants being held by the City be released, The City Engineer recommended the salary of Eloise Young be raised from 8200 per month to $210.00 , per month, retro - active as of January 1, 1957. Loved by Eldredge, seconded by Shorb the salary of Eloise Young be $210.00 per month. retro- active l;as of January 1, 1957. - Upon Roll Call it appeared the motion was unanimously carried.
