The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Hall, with the Mayor Jason C. Smith, presiding. Upon Roll Call the following Councilmen answered presentr Fran Blomquist, L. E. Burrell, Adolph Eggers, Ernest Weick, L. P. Eldredge and J. M. Bettis. Application for Pool & Card License was read from the Waldorf Cigar Store, the fee accompanying the application. Moved by Weick, seconded by Blomquist that this License be granted. Upon Roll Call it appeared the motion was unanimously carried The Mayor informed the Council this was the time set by notice for the Mayor and Council to meet as a Board of Correction to review and correct assessments of the Caldwell Municipal Irrigation System. There was no one present for or against the Assessment Roll of the Caldwell Municipal Irrigation System. The Bills for January were read and on motion by Blomquist, seconded by Burrell that these Bills be allowed and warrants ordered drawn for the various amounts all of * ich had been approved by the Finance Committee. Moved by Councilman Blomquist, seconded by Councilman Weick that the following Resolution be adopted. WHEREAS, C. L. Strang of Nampa, Idaho has presented a bid in the amount of X6650.25 for the , construction of a sewer system in Local Improvement District Number 22, and, WHEREAS, it appears to the beat advantage of the City of Caldwell to accept this bid. NOW THEREFORE, BE IT RESOLVED that the Mayor and City Clerk on behalf of the City of Caldwell be authorized to execute a contract agreement with C. L. Strang for laying sewer in Local Improvement Dis Number 22. Upon Roll Call those voting. in the affirmati.vet Blomquist, Burrell, Eggers, Weick,Eldredge and Bettis. Negatives None. There was no one present for or against the Assessment Roll of the Caldwell Municipal Irrigation System. _ This being the.time set by notice for receiving bids for construction of a sewer system in Local Improvement District # 22. Two bids were received as follows: C. L. Strang $ 6650.25 C. B. Lauch 9881.00 These bids were examined by the Mayor and Council and the City Engineer. RESOLUTION By Councilman Eggers. Moved by Councilman Blomquist, seconded by Councilman Weick that the following Resolution be adopted. WHEREAS, C. L. Strang of Nampa, Idaho has presented a bid in the amount of X6650.25 for the , construction of a sewer system in Local Improvement District Number 22, and, WHEREAS, it appears to the beat advantage of the City of Caldwell to accept this bid. NOW THEREFORE, BE IT RESOLVED that the Mayor and City Clerk on behalf of the City of Caldwell be authorized to execute a contract agreement with C. L. Strang for laying sewer in Local Improvement Dis Number 22. Upon Roll Call those voting. in the affirmati.vet Blomquist, Burrell, Eggers, Weick,Eldredge and Bettis. Negatives None. Absent and not voting: None. Thereupon the Mayor declared the motion carried and the Resolution adopted. II ,. 1 i Thereupon Councilman Eggers introduced Bill No 14, entitled: AN ORDINANCE AMENDING SECTION 1- 709'OF THE CALDWELL CODE OF 1942 BY CHANGING THE MINIMUM CHARGE FOR WATER SERVICE A'!D TAP TO THE CITY WATER 4kINS TO $70.00 AND PROVIDING THE REPEAL OF ALL ORDINANCES IN CONFLICT HEREWITH. which was read for the first time and the Council proceeded to a consideration of Bill No 14. It was moved by Councilman Weick, seconded by Councilman Blomquiat that the rules requiring that the reading of n a Bill on three separate days-be suspended and Bill No 14, be read the second time by title and the third time in full section by section and placed on the final passage. The Mayor directed the Clerk to call the Roll on the above question with the following result: Those voting in the affirmative were- Blomouist, Burrell, Eggers, Weick, Eldredge and Bettis. Negative- None. Absent and not votings None. The Mayor declared the motion had passed by the necessary three - fourths majority and directed the Clerk to read Bill No 14, the second time by title and the third time in full section by section. Thereupon the Mayor declared Bill No 14, had passed and the Mayor in open session of the Council duly signed and approved the Bill, and the Clerk duly signed and attested the same which became Ordinance No, E19, The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No 819, to be published in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Idaho. Mr. Stake, representing the Sinclair Oil Company was present and discussed the placing of a concrete sign base on the parking at the Parkview Service Station. The Mayor informed Mr. Stake that Ordinance #504 of the City of Caldwell prohibited the placing of signs on the sidewalks or parki,ngs in zones, "A ", "B", "C ", "D ", a ni "E ". Mr, Cotton, State Sanitarian and C. J. Hammond Deputy Sanitary Inspector were present and discusses revision of the City Milk Ordinance No. 569. This :ratter was referred to the City Attorney. Mr. Hammond stated the. poisoning of rats was being carried on in the city and also the county. The City Attorney informed the Mayor and Council the Rodman Flying Service of Boise wished to cancel their lease with the City of Caldwell, The City Attorney was instructed to take the necessary steps to cancel this lease. Mr. M. I. Long, representing the Kerby Co., was present and re the City to waiver Solicitor' Licensee for their employees. This matter was taken under advisement. A petition was presented to the Mayor and Council by owners of property in Block 37, Revised Map of Caldwell, Idaho, petitioning the Mayor and Council to include Block 37, Original Townsite of Caldwell, Idaho within the boundaries of "E" Industrial Zone. The City Attorney was instructed to prepare the necessary papers to change Block 37, Original Townsite of Caldwell, Idaho, from "A" Residence Zone to "E" Industrial Zone. Councilman Eldredge recommended that the City Engineer make a preliminary survey of Johnson. Craves Addition in view of a future sewer district. Fire Chief 'Waldo Paddock requested permission to close Seventh Avaiue from Blaine Street to Cleveland Boulevard during the regular and volunteer fire drill periods. This request was granted. ` - -' William Southard, Hoseman on the Fire Department was recommended by the Fire Chief to act as an instructor to the Fire Department. Recommendation accepted. Morrey Russell, reporter for the Caldwell -News Tribune informed the Mayor and Council he attsnded his first Council Meeting as a reporter twenty years ago tonight.
