City Engineer Mc Connel presented at this time the matter of changing the present
Cemetery road, beginning at the Wheeler place on the hill and running five blocks north.
The object of the change being to connect with the State Highway, and also to eliminate
some dangerous turns. He stated that the necessary right of way would be given by the
owners of the property on condition that the City move a small drainage ditch.

Upon motion of Boone the road committee was requested to investigate the two
propositions and to report back to the Council.
The street commissioner reported that he had placed five hundred fifty six loads of
sand along the Idaho Traction Company right of way, between tenth and twenty fourth streets'
on the Boulevard, The Clerk was instructed to present a bill to the Company for their
share of the expense of the work.
The City Attorney reported that he had received a protest from the Idaho Traction
Company to the effect that the 1914 special assessment for sprinkling their right of way
was an unjust charge and they asked to have the same rebated. No action was taken in
the matter.
The Superintendent of Water Works reported that his department was having consider—
• trouble with frozen pipes, that they were usuing electricity to thaw with, and that
• was proving quite expensive because of the great amount of work to be done. His
ion was approved and he was instructed to use his own judgement in arranging the work.
Fire Chief Woodcock asked that the department be furnished with two hundred feet
of additional hose. Upon motion of Ackley the matter was referred to the Fire Committee
with power to act.
It was voted upon motion of Boone that Council adjorn until Monday February let.,
1915, at 7130 o'clock p. m.

Council meet in regular session pursuant to adjornment with Mayor C. H. Turner
prasiding, Councilmen Ackley, Adams, Harrington, Parker and Steunenberg present,

The minutes of the session held January 4th., 1915, were read and it was voted
upon motion of Parker that the same be approved.
Messrs. T. F. Bridges and M. H. Meade appeared and requested that Linden Street
b e sanded from Indiana Avenue to five blocks west. They stated that the street was almost
Impassable because of mud and that there were no sidewalks in this section. They also
stated that Mrs. Powell was willing to furnift gratis, the sand necessary for this work,
nd that the citizens were willing to heXp with the work by donation of men and teams.
It was voted upon motion of Steunenberg that the Street Commissioner be instructed
sand Linden street an requested by Messrs. Bridges and Meade.

Petition of Robert F. Glenn et -al praying for the vacation of the lots and alleys
in Block Ten (10), and Fourteen (14) to Twenty one (21) inclusive in College Heights
Addition to the City of Caldwell, Idaho, was read.
It was voted upon motion of Adams that the petition be granted.
Bill No, 20, by Parker, entitled, "An ordinance vacating, abandoning and discon-
tinuing the plat and the alley appearing thereon, of the Blocks Ten (10 ), and Fourteen
(14) to Twenty one (21) inclusive of College Heights Addition to the City of Caldwell,
Idaho, as the same appear on the revised map thereof now on file in the Office of the
Recorder of Canyon County, Idaho," was read for the first time.
A motion was made by Adams that the rules be suspended and that the reading on
three separate days be dispensed with and that Bill No. 20 be read the second time by
title and the third time in full and placed on its final passage, The roll being called
on the motion the vote resulted
Ayes- Ackley, Adams, Harrington, Parker and Steunenberg -5
Nayes -None
Absent- Boone -1. So the motion prevailed.

The report of the following officers for the month of January, 1915, were read
and it was voted upon motion of Adams that the some be approved and ordered placed on
file; Sexton, City Clark, City Engineer, City Librarian, Water Commissioner, Police
Judge and Superintendent of Streets.

Mr. Ireland, representative of the Austin Western Road Machinery Company appeared
stating that he had been informed that the City might be in the rrarket for a rock crusher,
and he advised that the City inveatigate some crushers offered for sale by the Government
at Arrow Rock. He stated that should the City consider such a proposition they should
secure the services of an expert to examine the crushers, and that he would be glad to
help the City in this matter free of charge. He was extended the thanks of the Council
for hie offer and was advised that the City was not contemplating purchasing a crusher
at this time.
Councilman Ackley called attention to the faithful work being performed by Mr.
Delain, who cleans the City Streets. He stated that this man had been in the City's
employ for a number of years and was receiving hardly a living wage for his services.
lie thereupon moved that the City place Mr. Delain upon a salary of $65.00 per month,
beginning with the first of the year. The motion was seconded by Councilman Parker, and
upon vote being taken, declared unanimously carried.
On the matter of purchasing some 200 feet of fire hose which had been referred to
the Fire Committee, Mr. Adams reported that he had received several bids on various
kinds of hose and he recommended that the City purchase a hose handled by Maxey and
Schnabel at a price of 87 1/2 cents per foot. He was given power to act in the matter.
The Mayor stated that he had received a complaint from the proprietor of the
Idaho Hotel that the men who hauled the frail back and fourth from the postoffice created
an unneceesary disturbance by running the heavy trucks over the sidewalk and that the
noise was very annoying to the guests of the hotel. Councilman Ackley was requested to
take the matter up with the postmaster with the view of abating the nuisance.
The Mayor also stated that he had received a number of complaints from some of the
City water customers, who asked to be relieved from paying excessive water bills for
the month of January. He stated that in many cases it was necessary to leave the water
faucets open during the cold weather, in order to prevent the pipes from freezing, and
that where this was done the City was saved the expense incident to thawing out the
Pipes and mains. He stated further that it was his opinion that where the pipes were
left open to prevent freezing that the City should not charge for the excess water so
used. The matter was discussed by the Council and the Superintendent of Water Works
and it was voted upon motion of Ackley that the City Attorney, Water Committee and
Water Commissioner be appointed as a committee and authorized to adjust the excessive
water bills on the basis of the amounts charged for the month of December, where it
appeared that the ploes were left open to prevent the City mains and pipes from freezing.
Street Commissioner Campbell took up the matter of widening the road at the bridge
over Riverside ditch. He stated that the road at this point was too narrow for teams
to pass, and that in order to remedy the fault it would be neceasary to blast considerable
rock. He was instructed to widen the road and also to expend $50.00 more on the

Cemetery Road.
The clerk was instructed to draw warrants on the Cemetery fund in payment of
the work performed on the Cemetery road.
It was voted upon motion of Harrington that Council take a recess until Tuesday
evening February 2nd., 1915, at 7x30 o'clock.

Council meet in regular session pursuant to recess taken February let., 1915,
with Mayor C. H. Turner presiding, Councilmen Adams, Harrington, Parker and Steunenberg
present, S. Ben Dunlap, Clerk, when the following business was transacted:
On motion of Parker the following election officers and polling places were
selected for the regular biennial City election April 27th., 1915.
First Wards Judges, F. J. Brobst, L. E. Gillette, Mary Cupp; Distributing Clerk,
Miss Joe Steunenberg, Polling Place; Court Rouse.
Second Wards Judges, J. C. Cowden, Mrs. Mary E. Gordon, Mrs. Clara Powell;
Distributing Clerk, Mrs. I. N. Moe, Polling Place; Methodist Church.
Third Wards Judges, I. N. Paynter, J. A. Journey, Mrs. 0. R. Ackley; Distributing
Clerk, Mrs. Mary E. Havird, Polling Place; City Hall.
Councilman Steunenberg took up the matter of a new bridge over Riverside ditch,
stating that the same was badly needed, and that the City Engineer had drawn plans
and it was estimated tL.t a wooden bridge could be built for 4425.00, while a concrete
and steel structure would cost about $650.00.
It was voted upon motion of Adams that Councilman Harrington and City Engineer
Mc Connel be requested to take the matter up with the County Commissioners with the
viw of getting the county to stand one half of the cost of a bridge.
Mr. Wetchell appeared and asked to have repealed that part of ordinance No. 235
which provides that photographers solictiting business within the City must pay a
lineense fee. Upon motion of Adams the City Attorney was requested to draft the
ordinance as requested.

It was voted upon motion of Steunenberg that Council adjorn until Monday evening
March 1st., 1915, at 7;30 o'clock,
