February 1, 1913. Council met in regular session, pursuant to adjournment
with Mayor Griffltbs, presiding, and Councilmen Adam, Adams, Bardsley, Steunenberg, Zeh,
present; Shorb, Clerk.

Voted, on m ction of Zch, that the lighting and power bide be opened and consider
Bids from the Bever River Power Co, and the Idaho Railway, Light & Power Co.
were opened, as followst
BFVDR [LIVER POWER COMPANY
(1) The following prices for street lighting include the installation and
maintenance of the equipment.
(a) For street lighting, all night and every night 450 watt are lights up to
a total of 15 at $4.75 per are per month.
(b) For additional area up to a total of 50 at $4.50 per are per month.
(o) For additional area in excess of a total of 50 and not exceeding a total
of one hundred at $4.50 per arc per month.
The above rates shall apply to lamps as now located on the streets and alleys
of Caldwell.in case new locations shall be specified the lighting company agrees to
make such installation, provided not more than six hundred feet of new line shall be
required to reach each additional lamp,
(d� For street lighting, all night and every night, 60 watt tungsten lamps
up to,a total of 50 at $1.25 per lamp per month, providing the said lamps are located
on Me lines of the lighting company as now surveyed and laid out.
Additional lamps will be provided as followat
(e) In excess of 50, and up to a total at 41.20 per lamp per month.
(f) In excess of one hundred at $1.15 per lamp per month.
The lighting company will extend its lines free of charge for any lamp not
farther than one hundred and fifty feet from its lines as now laid out.
All the above prices are on a bisis of a five year contract. If a ten year
contract is entered into, all the above prices will be reduced ten pereentum.
(2) The Better River Power Co—does hereby further offer to supply electrical
energy for.city pumping at one and one half cents per thousand watt hours, provided,
however, that the minimum bill rendered stall not he less than seventy five cents per
month per horse power of connected load.
(3) Further this company purposes to furnish electrical energy for lighting
the city buildings at two and one hald cents per thousand wait hours.
(4) The said corporation does further offer to deliver electrical energy to
the said City of Caldwell at approximately 1200 volts pressure at the said corpora-
tion's sub - station located within ti -e said City, for the purpose of the City distrib-
uting said energy over its own wires for use exclusively for city pumping, City street
lightin, and of the City buildings and grounds thereof, at the following ratest
(g) For city pumping, one and two fifths cents per thousand watt hours with
a minimum charge of seventy five cents For horse power per month connected load.
(h) For City street lighting, two cents per thousand watt hours. For city
buildings and adjacent grounds at the same rate.
All of the above prices for energy to be delivered for pumping and the light-
ing of the city public buildings, and for current to be delivered at approximately
2300 volts for the distribution of the City of Caldwell are based on a period of five
years duration, witL a further option for five years additional tirce.
This offer, if accepted, is in no way to be construed as an agreement to sell
electrical energy to the said City of Caldwell for the distribution thereof to any cor-
poration company, or person and shall be confined absolutely and strictly to the use of
said energy for the City's own municipal purposes.
The foregoing proposal is conditioned on the purchase from The Beaver River
Power Company of all energy required for both pumping and lighting by the City of Cald-
well.

Electricity for lighting the City Fall, Fire Stations, Library and other Simi-
lar municipal purposes, Two cents 0.02) per kilowatt hour.
Electricity for operating municipal pumping plants during off peak hours, wits
the provision tLat the pumps may be operated at any time in case of fire, One Cent (�Ol
per kilowatt hour.
In case street lights fail to burn for any reason, then the City Council may
deduct, from any money* due or to become due this company from the City of naldwell,
double the amount of the bid in the aboce proposal, prorated for the time the lights
failed to burn, provided that no amount be deducted for failure of lights for one hour
or less.
The are and incandescent systen. covered by the above proposal is the latest
practical development in street illumination and is, in our opinion, tl:a beet and most
modern now on tre market. Other types of lairpa are not considered as favorable as
those offered in point of efficiency and quality of light. If you shaould desire pro-
posals on other systems, we will be, pleased to consider any specifications you may sub-
mit,
