The Meeting was called to order by Mayor Pasley.

The Roll of the City Council was called with the following
members present: Olesen, Williams, Raymond, Banks, and Bauman.
Absent: McCluskey.
(PUBLIC HEARING FOR PROPOSED BUDGET - ORDINANCE NO. 1412)
The Mayor stated that the Meeting was called for the purpose
of conducting a public hearing for the proposed budget for the
first nine months of the year 1977. He then declared the
Meeting open to the public hearing and asked the Finance Director,
Mr. Horan, to explain the budget briefly to the audience.
Mr. Horan explained that the budget did not have an impact at
all on the tax base. There was, he said, several significant
internal changes which were made to create cash flow; also, the
Police Department's budget used to have nine separate budgets
and this was cut down to just four. Mr. Horan further stated
that emphasis was put on streets this year because of old
equipment and neglected upkeep of streets. It was felt that the
City should do their part in keeping Caldwell looking its best.
No funds were dedicated to the old Jefferson Junior High School.
He also explained that the City planned to recover tie Sewer
Bond issue in September which was to mature in 1981.
Several members of the audience asked questions regarding the
budget. They inquired as to whether the City had developed
a step and grade system for salaries. Mr. Horan informed the
audience the City had adopted a plan for the first time for 1977.
The Mayor stated that he was very pleased with the action taken
by the City Council to institute the Step and Grade System. He
felt this should have been done many years ago.
The Finance Director pointed out that on the budget the Revenue
Sharing was listed as one sum amount. Under the 1977 Revenue
Sharing Law, there mast be two public hearings before the Revenue
Sharing monies can be placed within the specific line - items.
According to the new law; the public must be informed at-this
meeting that there will be two public hearings.
The Mayor then declared the Public Hearing closed and asked the
City Clerk to read Bill No. 4 by title only:
AN ORDINANCE TERMED THE ANNUAL APPROPRIATION BILL, APPROPRIATING
MONEY IN SUCH SUM AND SUMS AS ARE DEEMED NECESSARY TO DEFRAY
ALL PROPER EXPENSES AND LIABILITIES OF THE CITY OF'CALDWELL,
IDAHO, NOT OTHERWISE PROVIDED FOR, FOR THE FISCAL YEAR BEGINNING
THE FIRST DAY OF JANUARY, 1977, PURSUANT TO THE PROVISIONS
OF SECTION 50 -1003, IDAHO CODE:
Be it ordained by the Mayor and Council of the City
of Caldwell, Idaho:
Section 1. That there is appropriated out of any
money in the City Treasury, for the purpose of defraying the
necessary expenses and liabilities of the City of Caldwell,
Idaho, for the fiscal year beginning the first day of January, 1977,
the sum and sums of money or so much thereof as may be necessary
for the following amounts, to -wit:

MOVED by Banks, SECONDED by Olesen to suspend the rules requiring
the reading of a bill three separate days and that Bill No. 4 be
read the second time by title and the third time in full, section
by section.
The Mayor called for a roll call vote. Those voting yes: Banks,
Bauman, Clesen, Williams, Raymond, and Banks. Those voting no:
none. Absent and not voting: McCluskey.'
MOTION CARRIED
The Mayor directed the Clerk to read the Bill the second time by
title and the third time in full.
MOVED by Banks, SECONDED by Olesen that Bill No. 4 be passed and
entitled Ordinance No. 1412.
The Mayor called for a roll call vote. Those voting yes: Banks,
Bauman, Olesen., Williams, and Raymond. Those voting no none.
Absent and not voting: McCloskey.

Rick Coffman was recognized and asked if the common address could
be included along with'the legal description. Mr. Coffman stated
that they were quite often asked what the address was particularly
when a legal was printed regarding vacations, annexations, and etc.
The Mayor instructed the Clerk to notify the Departments of this
request.
There being no further business, the Meeting was adjourned at
8:20 P.M.
