We the undersigned citizens of 90 days or more residence of the City of Caldwell
and property owners anu tax payers of the City of Caldwell, eli- ,;ible to :ote on issuance
of bonds, believing That an emereney exists, herby- respectfully oetitior. your honorable
body to order a special bond election for the purpose of de�e,mfni.ng the wil! of the eligible
voters on the question of issuing municipal bonds of the City of Caldwell to finance the
construction of a iire hall and necessary up -to - fire fighting equipment.
Ie deem this proposed improvement essential to The safety and protection of
property and the tuture growth and prosperity o1 the city and noel chat an expenditure
necessary for this purpose uou.ld be justified 9y the following opecific reasons, among
others)
1. Special Electipn= 1 "Ie believe that a pecial election for this specific purpose
which mijht be presented to the voters as a single issue is desirable in order to 1 ree
the question from any personalities or political influence which v .,ild otherwise be present
at a -eneral election or bond election at which other improveme=nts are considered.
2. Amo.mt, Design, L Time of Construction: It is believed that it would be desirable
to have this issue decided now and the amount to he spent, the design of: the structure and
equipment, and the location and time of constriction to be determined by the new incoming
city administration.
3. Favorable Bond piiarketz The present market for municipal bonds is favorable at
this time and the interest races are about the lowest on record. This favorable situation
may change as more and more public bonds are placed on the market.
4. Favorable Survey Ratios The City of Caldwell at present has a favorable survey
rate. The City was last surveyed and rated by the Idaho Surveying and Rating Bureau in
1936. A new survey is pending and because of several factors, increased population,
greatly increased property values, mid depreciation of fire fighting equipment and stricture
housing same, it is inevitable that this present favorable rating will be changed adversely
unless action is taken at once to provide for the needs.

h:Ir. Frank E. g?eek representing the Cadlwell Arr"ory Association appeared b efore the Kayor and Counci
and gave a brief historl of t1,e Armory Building in Caldwell as follov:s:
"I the fall of 1924, a youp of Caldwell citizens, toCether with members of the local
National. Guard rnit,being faced with the necessity of providing quarters for the Wational Guard,
Preated the "Caldvrell Amusement Association ", and built the present Rodeo Grounds. In connect-
ion with that, eight of the members of the Na�ional Guard i.n Caldwell, obligated themselves as
principals on a note to the ^em State Lumber Company, for the raterial to construct the present
Armory Building- -this note being signed by twenty Caldwell business men as guarantors.
Time a_.reement between the Caldz +all Amusement Association and the then National Guard
Association being That the National Guard would take care of the grounds and building of the
Amusement 1ssociation and that in consideration of the endorsers on the note for the material
to build the Armory Building, the Caldwell Commercial Club, and all of Caldwell Civic Organizations
would be granted free use for the Armory Building for show activities, or the then annual Rodeo j
Show.
At the tie the Caldwell Amusemert Association built the rodeo buildings, a lease
agreement for the term of 99 years was made between the Caldvrell iL.musement ;association and the
City of Caldwell for the grounds, and an ay,;reement was entered into between the timasement
Association and the Cavalry Association for the grounds used exclusively by the Cavalry Assoc-
'. Cation, particularly the grounds on which the present buildings are located,
About 1928, the Caldwell Commercial Club desired to enlarge the Armory ruilding, and
by agreement, eighty feet was added on to the south end of the armory Building. This eighty
feet belongs to the Caldwell. Commercial Club.
About 1940, Caldwell Armory Associationvias incorporated for the purpose of building
a new armory, and all right, title and interest of the old Cavalry Association, which was a
common law trust, was turned ober to the Caldwell Armory Association.
