T.TROVLIT.NT DISTRICT N0. 33 OF 7TE CITY OF CALDWELL, A?iT11ORTZING T1B INVITATION FOR RIDS AND SETTING A
DATE FOR OPENING BIDS.
WHEREAS, the Mayor and Co•.mcil of the City; of Caldwell, Idaho have heretofore duly and reeularly,
as required by law, created Local, Improvement District No. 33 of the City of Caldwell, Idaho, for the
purpose of constructing in said district improvements consisting, of suitagle sewers, ditches, drains, cones
dnits and channels for sanitary and drainage purposes, or either or both thereof, with outlets, cesspools,
manholes, catch basins, flush tanks and all other sewer appurtenances necessary for the comfort, convenien
health and well -being of the City of Caldwell; and
WHEREAS, the City Engineer of the City of Caldwell has prepared and filed with the City Clerk of
said City of Caldwell, Idaho, which said plans and specifications have been presented to the Mayor and
City Council and approved; and
WHEREAS, it is desirable to invite bide for the construction of said improvements,
NOW THEREFORE, be it resolved and ordered by. the Mayor and Council of the City of galdwell, Idaho
Section 1. That the plans and specifications heretofore prepared by the City Engineer and filed
with the City Clerk of the City of Caldwell, for the construction of certain improvements authorized in sai.
Local Inprovemerit District No. 33 of the City of Caldwell, Idaho, for the purpose of constructing in said
district improvements consisting of suitable sewers, ditches, drains, conduits and channels for sanitary
and drainage purposes, or either or both thereof, with outlets, cesspools, manholes, catch basins, flush
tanks, septic tanka and all other sewer appurtenances necessary for the comfort, convenience, health and
well-being of the City of Caldwell, be and the same hereby areapproved.
Section 2. That the City Clerk is hereby ordered to prepare and let invitations for bids and
publish the same in The News- Tribune, official newspaper of the Citr of Caldwell, on January 22, 1955,
January 29, 1955, and February 5, 1955, calling for the opening of said bids at the City Hall on February
7, 1955, at the hour of 8:00 o'clock P. 11. in accordance with Section 50 -2936 of the Idaho Code.
Upon Roll Call those voting in the affirmative were: Rlomquist, Burrell, Eggers, and Bettis.
Negative; None. Absent and not voting: Weick and Eldredge.
Thereupon the Mayor declared the motion carried and the Resolution adopted.
Councilman Bettis informed the Council the Christian Church had requested permission to place
signs in partings giving location of church.
The ILayor stated he would contact the %nisterial Association of Caldwell and inform them signs
in parki.ngs were prohibited by city ordinance.
C. W.. awry, representing the Golf Board of Control and Del Jones discussed proposed plans for
enlarging the Golf Club House.
The Mayor recommended the Golf Doard ascertain the appro:d.mate cost of the proposed enlargement
of the Golf Club House andreport back to the Council.
There being no further business to come before the Council, it was moved by Councilman Blo^.ri st,
seconded by Councilman Eggers that Cnunril adlo•.+rn. Motion carried.

The Council met pursuant to call and acknowledgment of notice in the following forme

We, the undersigned ?.cayor and Members of the City Council of the City of Caldwell, Idaho, do each
hereby acknowledge notice of a special meeting of said City Council to be held at the Council Chambers in
the City Hall in the City of Caldwell, Idaho, at the hour of 7:00 o'clock P. id. on the 24th day of January,
1955 for the transaction of all business in connection with the following object: Duscussion on Fluoriation
of Water, whic'n object was presented to each of the undersigned in writing,

Upon Roll Call the following Councilmen answered present: L. E. Burrell, Adolph Eggers, Ernest
Weick, L. P. Eldredge and J. M. Bettis. Absent: Fran Blomquist.
The Mayor informed the Council the meeting was called to discuss fluoridation of Caldwell's
drinking water.
The matter of donating one day's receipts from Parking Meters to the March of Dimes was brought
to the attention of the C ouncil.
Moved by Iffeick, seconded by Eggers that one day's receipts from Parking Meters be donated to the
March of Dimes, provided, it meets vrith the approval of the City Attorney.
Upon Roll call it appeared the motion vras unanimously carried.
L. J. Peterson, H. C. Clare, Dr. Gerald, P. Larsen and C. J. Hanmuond, representing the Idaho De-
partment of Public Health, Dr. Roberts "Wanda, President of the Southwest Idaho District Dental Society, re-
presenting Caldwell's Dentists and a number of citizens met with the Mayor and Council to dicuss fluoridatioi
of Caldwell's drinking water.
A sound picture was shown by Mr. Clare depicting the value of fluorine in drinking rrater.
Mr. Peterson state that fluoridation of drinking water was recom ended by the Department of Public
Health.
Dr. Wands and Dr. Larsen discuss -d fluoridation of drinking water as a public health measure for
prevention of tooth decay in children.
Mr. Clare gave the following estimated cost of Fluoridation for Caldwell.
ESTIMATED COST OF FLUORIDATION FOR CALDWEZL
January 21, 1955
Estimated cost is based on four wells in sercice and 600,000,000 gallons of water weed per year.
Weighted average fluoride concentration of present water supply is 0.5 ppm.

Mayor Smith informed the delegation some expression from citizens should be obtained before ary
Council action would be taken on fluoridation of Caldwell'a water and recommended that Civic Clubs of Cal
jibe contacted on this matter.
Councilman Eldredge recom -anded parallel parking on Arthur Street between Kimball and Ninth.
This matter was referred to the Chief of Police.
There being no further business to come before the Council it was moved by Councilman Burrell,
seconded by C ounci lman Eldredge that b ouncil adjourn. Motion carried.

Survey of Sewage Collection and Treatment, which object was submitted to each of the undersigned in writing.

Upon Roll Call the following Councilmen answered present: Fran Blomquist, L. E. Burrell, Adolph
Eggers, Ernest Weick and L. P. Eldredge. Absent: J. M. Bettis.
Jerry Johnson of Nampa was present and stated he wished to lease city owned property located at
Kimball Avenue and Free,�ort Street for a Root Beer Drive In. This matter v:as referred to the City Attorney.
Earl Reynolds and Don Floyd representing the engineering firm of Cornell, Howell, Hayes and Merry —
field presented their report on an engineering study of sewage. collection and treatment for Caldwell which
was authorized by the Mayor and Council September loth, 1953.
The report was summarized as follows:
Part 1. Existing Sewage Collection System -
Part 2. Sewage Treatment Facilities.
Part 3. Financial Analysis.
Part h. Conclusions and Recommendations.
An Appendix of Detailed Charts.
The report was examined by the Mayor and Council and ordered placed on file in the office of the
city Clerk.
The Mayor stated the citizens of Caldwell would have to vote in favor of a bond issue before actionl.
