The Council met pursuant to call and acknowledgement of notice in the following form: We, the undersigned Mayor and members of the City Council of the City of Caldwell, Idaho, klereby acknowledge notice of a Special Meeting of the same City Council to be held in the Council Chambers in the City Hall of Caldwell, Idaho, at the hour of 4:00 P.M. on the 22nd day of January, 1973) for the t section of all business in connection with the following object: consideration of salaries for City employas, new and unfinished business. Upon Roll Call, the following members of the Council answered present: Alta E. Williams, Alfred MoCluskey, Charles C. Banks, Joe Gamboa, James R. Dakan and Lester E. Carter. Absent: None. Authorization of Dean Dishman to work on Airport Site #8 Mayor Carpenter, as the first order of business, read the following letter: January 17, 1973 Department of Transportation Federal Aviation Administration Northwest Region FAA Building, Boeing Field Seattle, Washington 98108 ATTENTION OF: Mr. Robert 0. Brown, Chief, Airports Division ANW -600 Dear Mr. Brown: The Mayor and City Council for the City of Caldwell hereby authorize Mr. Dean Dishman, a member of the Airport Commission, to pursue the feasibility of land purchase and eventual completion of the new City Airport on the so called Site A. This action has been taken for the following reasons: 1. The obvious long range benefits to be derived by the selection of this site for the City of Caldwell and the surrounding area. 2. Your strong recommendation as Airports Division Chief of the Federal Aeronautics Administration for a selection of this site along with your promise of full F.A.A. support toward eventual completion of an instrument approved airport. 3. Verbal support from the State of Idaho, Department of Aeronautics for aid in com- pletion of the new airport for this site. Mr. Dishman is cautioned to proceed with restraint and judgement in dedicating funds bud- geted for this purpose while maintaining close liaison with the Mayor and City Council. The project is to be pursued in progressive steps with further actions to be determined i by the positive results obtained by the City Aviation Commission, F.A.A. and Idaho Depart - went of Aeronautics. Carpenter MAYOR City of Caldwell 4'77 Councilman McCluskey pointed out to the Council that some years previous a committee made up of members1rom all of Canyon County had conducted a study of airport sites, and the Site #8 referred to in the letter had been one of their recommendations at that time. Seattle trip discussion Mayor Carpenter stated that the following day a group was going to Seattle to meet eith representa tives of an industry considering Caldwell as a location for a plant, and that he had been asked to go as a representative of the City. He added that he would pay his expenses for board and room but would like to have the City pay for his travel expense. Councilman McCluskdy stated that he was also planning to go on this trip, and then pointed out the expenses which he had incurred on his prior trip to Seattle in regards to the airport. He added that though helplanped to pay for this trip, he would not want to go again at his own expense. Councilman Carter stated that he felt the City should help pay for this trip, and Councilman Banks concurred in that he felt the City should pay a portion of the expense for both the Mayor and Councilman McClu S40Y. I i I I Councilman Banks stated that in future budget preparation, it would a a good idea to include such expenses. It was moved by Councilman Dakan, seconded by Councilman Banks, that the City pay for the round trip ticket to Seattle for the Mayor and Councilman McCluskey. A vote was taken, and the motion carried. Resolution No. 5 Mayor Carpenter then presented the proposed salary schedule for the Cc ncilts consideration. He i I explained that the maximum and minimum salary was set out when the two figures were used and did not denote the actual salary paid for the position. I After a discussion of the various positions and salaries, the Council concurred that the maxim= salaryof the Office Machine Operator should be raised from $340.00 to $379.00 per month. Councilwoman Williams sponsored the following Resolution and moved its passage with the following provisions: (1) during the coming year every job be analyzed, and that raises in the future be made in ac- cprdan{ e, and (2) no raises be allowed before the annual budget is prepared. RESOLUTION NO. 5 BY COUNCILWOMAN WILLIAMS WHEREAS, It appears to be equitable and necessary under existing economic conditions that certain szlari and wages of the employees of the City of Caldwell which are not otherwise set and determined by'' Ordinance should be adjusted by the Mayor and Council of the City of Caldwell. NMf, THEREFORE, BE IT RESOLVED: Section 1. That the work week for all departments of the City of Caldwell shall be as exited within the various departments on the first day of January, 1973. Section 3. That if any of the provisions for salaries herein made are inconsistent with the wages and hours laws of the United States or the State of Idaho, such salaries as shall be less than provided by i such wages and hours laws shall be increased to comply therewith. i Section 4. That the foregoing salary schedule shall be come effective as of the first day January, 1973, for all employees of the City. ii The motion was seconded by Councilman Banks. A roll call vote was called for when the fol�owirg members of the Council voted in the affirmative: Williams, McCluskey, Banks, Gamboa, Dakan and Carter. �eg None. Merging of County Sheriff - City Police discussion s Councilman Dakan stated that he had been doing some work on the possibility of merging som of he duplicated factions of the Canyon County Sheriff and the Caldwell Police and would like the approval �jof t e I Council so he and Councilman Gamboa could meet with experts in law enforcement and make a study of tk is. He added that $2,500.00 should be incladed in the neat budget for this study. It was moved by Councilman McCluskey, seconded by Councilman Carter, to give Councilmen Dslsn and Gamboa a vote of confidence and to proceed with this study.
