L., to heat and consider all such protests theretofore filed anddetermine hether or not to proceed with the said proposed improvements. That bonds shall be issued and sold to meet the payments of the costs andecpenses of i said improvements within the boundaries of Local Street Improvement District No. 17 which is char able to the abutting, adjoining, contiguous and tributary property and shall be paid for in ten equal annual in- I, stallments, the first installment to mature within one year&om dace and the last installment in not more than ten years from date, and shall be numberedfrom one (1) upwards, consecutively, aid shall bear interest �c. payable semi - annually and said bonds may be sold at not less than par value and the city, for the purpose of meeting the costs and expenses of such improvements as the same are installed prior to the sale of said bonds, will issue warrants against the improvement district, payable to the contractor or the proper person, upon estimates of the City Engineer bearing inter_sL at the Tate of not to exceed seven per cent, per annum, which warrants together with the interest thereon at the date of the issue of said bonds shall be redeemed and retired from the proceeds of the sale of said bonds. Section X1. That the construction of said improvement is necessary for the immediate preservation � of thie public peace, health, and safety and therefore an emer.;ency exists and this resaiution shall be in Pill force and effect from and after its passa_;e andapproval. The City Clerk then preserted to the council the returns of the election fromeach of the voting places, the ballots cast ^ 'iat the election and all other pertinent data. The City Council thereupon proceeded to canvass the results of said election and to incorporate their findings and determinations into the form of the following I resolution, which was introduced in written form by 0.
