There being no further business to come before the Council; it was moved by Councilman &eye,
seconded by Councilman Banks, that the meeting adjourn. A vote was taken and the motion carried. The
meeting adjourned at 10:05 P. M.

JANUARY 18, 1966

The Council met pursuant to call and acknowledgement of notice in the following form:
We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do here-
by acknowledge notice of a Special Meeting of the said City Council to be held in the Council Chambers in
the City Hall in the City of Caldwell, Idaho, at the hour of 4:20 P. M., on the 18th day of January, 1966,
for the transaction of all business in connection with the following objects: Consideration of accepting
plan for an independent operator of the ambulance service and report of meeting with State Highway Departmem

Upon Roll Call, the following Councilmen answered present: Charles C. Banks, James W. "Bills Heys
Charles W. Carpenter, and C. A. "Chat" Davenport. Absent: William S. Harrison and V. Jay Martin.
Payment to County for Ambulance Service authorized
Mayor Smith reported to the Cconoil that he and Mayor Starr of Nampa had had a meeting with the
County Commissioners and a Mr. Kraft from the Relyaa Mortuary in Boise and that during the meeting it had
developed that the County Camniasionere had budgeted a little more money for ambulance service than was
originally understood but it would still require participation, in the program propoasd, by the City of
Caldwell and the City of Nampa. Mayor Smith further stated that the Commissioners were remaining in session
until 5:00 p.m. today awaiting an answer from the Cities and the following written statement was then pre-
sented by Mayor Smith:
"I believe the time has come when we must make a decision regarding the ambulance
service in Caldwell. As you know, we have met many times with the county commissioners
regarding this problem and nothing permanent has been arrived at.
The present temporary ambulance service being operated in our fire department in
generating about $100.00 per month lose, not counting labor. In addition this operation
is endangering the proper operation of our fire department and is causing our police
department lose of man hour".
A permanent ambulance service, iparated by the City, would require us to hire 5
additional firemen and purchase an ambulance. Sven if the county commissioners furnish-
ed the equipment and one man this operation would still coat the City about $20,000.00
per year out of our general fund budget. I assure you we cannot afford this expenditure
from our present budget. We are not authorized by the leglstature to levy taxes for an
ambulance since thin power to tax for this purpose was given to the county.
Today, Mayor Starr and myself met with the county commissioners and a Mr. Kraft who
has offered to install an ambulance service midway between Nampa and Caldwell. He has
o88ered to provide this service if the County will enter into a contract for welfare
patients in the amount of $650.00 per month.
The County has only provided in their budget the amount of $500.00 per month for
ambulance service. Through their welfare department they can spend this money by contract
without setting up any special fund or tax levy for a county -wide ambulance service. They
have requested the cities of Nampa and Caldwell pay $75.00 per month each to establish
and operate this ambulance service.
Although I do not feel that this is a municipal obligation, I do recommend to you at

this time that we agree to this financial arrangement to get ambulance service available
to oar citisens. However, I recommend you approve this expenditure for only the year 1966
and that the commissioners be made aware that the City of Caldwell will not contribute any
financial help for this service after January 1, 1967.
If the cities of Nampa and Caldwell accept this contract, the independent operator
plane to set up the service and be in business by February 10, 1966."
Mayor Smith then stated that he would like to further recommend that if this contract agreement
was not consumated that the City of Caldwell cease operating the ambulance service on any basis as of March
1, 1966 Reasons given by Mayor Smith were that it was not the City's obligation, it was not doing the City
Fire and Police Departments any good, the intirum service had been costly, and it might even endanger the
City's Fire Rate if it was continued much longer.
Mayor Smith further stated that Mr. Kraft would be leasing ambulances from Portland, Oregon and
would have one ambulance that would carry four persons and a station wagon that would carry one. He said
that the only reason he was recommanding this was as a basis of getting the ambulance service atarted off on
a free enterprise system.
After some discussion; it was moved by Councilman Keys, seconded by Councilman Ranks, that the City
Was to pay $75.00 a month towards an ambulance service until January 1, 1967. A vote was taken and the
motion carried.
Report of meeting with State Highway Department
Mayor Smith then reported as to the possibility of secondary funds for the building of bridges on
Blaine Street which would eventually be an extension of the one -way couplet, and said that the City how had
under engineering the bridge across Blaine Street at Sixth Avenue.
The Mayor stated that he had called on the State Highway Department today and had found that mlese
this was designated as a secondary highway there was no chance of getting State Highway matching funds so
during the Fiscal year 1966, the City would build this bridge with its own funds, subject to budgetary
regciremantss however, towards the end of this year he thought he would get together with the Street
Committee and the City Engineer and he was quite aura that they would want to apply to the State Highway
Department for a total project from Tenth Avenue to Avon Street for completion of the one -way couplet into
Avon Street by the diverting of the crook at Seventh Street and the building of a substantial bridge which
would open Maine Street as a Secondary Highway.
Mayor Smith further explained that they were engaged now in planning the water line on Blaine
Street as the legal people say that the time was not far away when the one -way couplet project would be
