The motion carried. Mayor C' y C erk L COUNCIL CHAMBERS JANUARY 15, 1962 8:00 P.M. The Council met pursuant to recess with Mayor Pd Simmerman presiding. Upon Roll Call the following Councilmen answered present: E. L. Vassar, Emile Shorb, Max Luby, V. Jay Martin, and N. E. "Coley" Smith. Absent.: Alvin K. Bates. Pool and Card License An application for Pool and Card License was read from Roy's Sport Shop, with the fee of 330.00 accompanying the application. Moved by Councilman Luby, seconded by Councilman Shorb that the License be granted. Upon being put to a vote, the motion was unanimously carried. Card License An application for Pool License was read from Oliver O. Vanderwilt, with the fee of $15.00 accompanying the application. Moved by Councilman Luby, seconded by Councilman Shorb that the License be granted. Upon being put to a vote, the motion was unanimously carried. Beer License An application for Beer License from Wayne and Sob's Tavern was read. The fee of $100.00 accompanied the application. Also read was an attached letter from Chief of Police, Charles W. Astleford, recommending the issuance of the license with the proposed place of business at 712 Main Street, Caldwell,, Idaho. Moved by Councilman Smith, seconded by Councilman Vassar that the License be granted. Upon being put to a vote, the motion was unanimously carried. Annual report of Police Dept. An annual report was presented and read from the Police Department and ordered filed. Mayor Simmerman commented in that this was the first such report in some time and expressed satisfaction in having such a (report presented. f f Councilman Vassar commented on the proceedures for "Courtesy 'asking" and said that he believed it to be a good service, particularly for out of town guests. Police Court Bonds A chart of recommended Police Court Bonds for use in conjunct.ior, with the Re- Codified Ordinances of the City when adopted was presented by Police Chief, Charles W. Astleford. The chart was studied by the members of the Council at this time with items concerning improper passing, racing, interfering with an Officer in the line of duty, and resisting an Officer coming under discussion. Councilman Luby inquired as to whether or not the recommended Bonds were in line with those of other communities when Chief Astleford answered that they were. After due consideration, Councilman Smith moved and Councilman Vassar seconded that the following NI u recommended Police Court Bonds be approved by the Council. Jay Martin - (for recommendation to the County Commissioners for appointment to the County Zoning Board) Gas Fitters Board; Ted Terry - to replace V. Jay Martin due to his appointment to the City Council with term) expiring 12 -31 - Golf Committee: Ingle Weeks - to replace Stanlsy Jensen with term expiring 12 -31 -65 Housing Authority: Carl Carlson - reappointment with term expiring 12 -31-66 Planning Commission: John Turner - reappointment with term expiring 12 -31 -67 Harvey Hoff - reappointment with term exniring 12 -31 -67 Zoning Commission: J. B. Holden - to replace Lee Clemons with term expiring 12 -31 -65 Board of Electrical Examiners: Harold Sayler - reappointment for 1 year with term expiring 12 -31 -62 Clarence Howard- reapnointment for 1 year with term expiring 12-31-62 Clarence Frerichs - reappointment for 1 year with term expiring 12 -31 -62 �6g! Moved by Councilman Shorb, seconded by Councilman Luby that the recommended appointments be confirmed by the Council and that they be appointed. Upon being put to a vote, the motion was unanimously carried. Petition for Street Light A petition for a street light at Oregon and .Ash was presented and discussed by the Council and it was pointed out that a light at this location would not fit into the street lighting pattern. Moved by Councilman Shorb, seconded by Councilman Smith that the petition be denied. Upon being put to a vote, the motion unanimously carried. Participating funds - Federal application for The pending application for filing with the Federal Government for participating funds in the proposed Airport project was discussed. Certain trees in the vacinity were discussed also. It was decided that before further consideration was given to the application, it should first be determined as to what extent the State might participate and no further action was taken at this time. Highway Board The following letter was read and ordered placed in the minutes: DEPARTMENT OF HIGHWAYS P. 0. Box 879 BOISE, IDAHO 4 January 1962 Honorable Ed 5irmnerman Mayor, City of Caldwell City Hall " Caldwell, Idaho Location and Design of Interstate Route 1 -80N through the Caldwell Area Dear Mayor Simms rman: Enclosed is a copy of a letter recently received from the Bureau of Public Roads regarding certain design features of the proposed Interstate Highway near Caldwell. This letter is an answer to our request for approval of the two features requested by the City at the Public Hearing. 'utie re- quested approval for (1) retention of the present highway (or a frontage road) between S.H. h4 and U.S. 20-26 interchange, and (2) a north side "on" ramp near Boise Avenue. You will recall that this request to the Bureau of Public Roads is in line with the de- cision of the Highway Board to make every effort to satisfy these desires of the City. The Bureau of Public Roads have approved item (1) but have in effect rejected item (2) for the present but have left final decision on it open until final design is started several years in the future. 1^ We, therefore, are in a position to assure you that there will be a frontage road connecting S.H. 44 Interchange and U.S. 20 -26 Interchange, as requested, We were not able to obtain ap- proval, however, for the "on" ramp near Boise Avenue. State Highway ^ngineer Court Action on Interstate The matter of the Court Action was then discussed by the Council members afterwhich Councilman Vassar moved, Councilman Shorb seconded that the City Attorney be authorized to release the Coact Action and that the Mayor be instructed to write a letter to the Highway Board. A Roll Call vote was called for. Councilmen voting in the affirmative were: Vassar, Shorb, Luby, and Martin. Negative vote was cast by Councilman Smith. Absent and not voting, Councilman Bates. Mayor Simmerman declared the motion carried. New Library Building discussed Councilman Shorb reported that the Library Board is engageing Ron Blakely to do the preliminary design on the proposed new Library building. There would be no cost for this unless the building was actually constructed. He reported further that the letting of bids were discussed by the Board ana said that he had thought this to be a matter for the Council if and when the time came for doing so. This was briefly dis- cussed and it seemed to be the opinion of the Gouncil that the Library Board should be so advised. :z Mrs. Lena Eagan, reporting for the News Tribune inquired As to vrhether or not the land had been given to the City for its present use and asked then if it could he sold for other purposes. Mayor Simmerman replied that this would have to be gone into. The following letter was then read by Mayor Simmerman from the Library Board: CARNEGIE PUBLIC LIBRARY Caldwell, Idaho Jan. 11, 1962 Mr. Ed Sirmnerman Mayor of City of Caldwell City Hall Caldwell, Idaho Lear Mayor~ The Carnegie Rrblic Library needs additional space to serve a growing cornunity. The Library Board requests the Mayor and City Council to help our plans by dedicating such City property as Mould be suitable for a future site for the library.
