MEETING MINUTES

CALL TO ORDER – Hearing Examiner, Ms. Sabrina Durtschi opened the meeting for the public hearing at 1:30
p.m.
REVIEW OF PROCEEDINGS (OPENING STATEMENT) – Ms. Sabrina Durtschi outlined the procedures for
the public hearing.
MEMBERS PRESENT: Angelica Gomez (Administrative Assistant); Katie Wright (Planner III); John Prebonick
(City Engineer), Morgan Bessaw (Deputy Director).

1. ACTION ITEM: Public Hearing Quasi-Judicial: Case Number SPP26-000005: The applicant, Catalyst
Development Group, on behalf of Tricon Properties LLC, is requesting approval of a preliminary plat for KCID
Commercial Subdivision, a commercial subdivision with 12 lots. The parcel is located within the mixed-use
place-type in the Comprehensive Plan. The approximately 8.2 acre development is located on the Southeast
corner of the intersection between S. KCID Rd. and Highway 20/26, in Caldwell, Idaho. This application is
being continued until July 28th, 2026, Hearing.
2. Action Item: Public Hearing for Case Number DEV26-000005, SPP26-000007: The applicant, KM
Engineering LLP, on behalf of Caldwell Commercial LLC, is requesting a development agreement modification
as well as a preliminary plat for Canyon Village Shops Subdivision, a commercial subdivision with seven
commercial lots on parcels R3089901200 and R30899012A0. The property is zoned C-3 (General Commercial)
and located within the Mixed-Use place type within the Comprehensive Plan. The approximately 5.44 acre
development is located on the northwest corner of the intersection between Cleveland Blvd. and E. Homedale
Rd., in Caldwell, Idaho.
Connor Lindstrom (Representative) 5725 N. Discovery Way, Boise, signed in favor of the application and
gave a brief overview of the project by use of a PowerPoint presentation.
In response to the Hearing Examiner’s question, Mr. Lindstrom stated:
• The two parcels in the application are owned by Caldwell Commercial LLC.
• The corner parcel is excluded from the application, but the goal is to provide cross access to the
parcel.
• A Lot Line Adjustment application was submitted to consolidate the two parcels in the application.
• The Lot Line Adjustment has been recorded.
John Prebonick (City Engineer) 205 S. 6th Avenue, in response to the Hearing Examiner’s question stated:
• The frontage improvements up to the intersection have been completed other than Homedale Rd.
• A TIS was conditioned in the Engineering staff report because of the increase in questions at City
Council as well as observing how the commercial aspect will impact the accesses with the Cleveland
Blvd traffic.
