Subject: Soterra Subdivision – Rezone and Development Agreement Modification
Dear Commissioners, Council and Staff:
I am writing in support of the proposed partial rezone and modification to the Development Agreement
for the Soterra Subdivision. As a commercial real estate broker specializing in retail and commercial
development throughout the Treasure Valley, I believe the proposed changes represent a practical and
market-responsive approach that will create a more successful long-term development pattern for this
property and the surrounding community.
From a commercial real estate perspective, the viability of retail and service commercial development
is heavily influenced by site access, visibility, traffic patterns, and surrounding demographics. While
the property has frontage along Ustick Road, it does not benefit from the characteristics typically
associated with successful larger-scale commercial development. The site has only one full-access
point from Ustick Road and is not located at a major signalized intersection where retail uses generally
achieve the highest levels of customer access and visibility.
Given these constraints, reducing the amount of commercially zoned land while retaining smaller
commercial pads is an appropriate adjustment that better aligns the zoning with market realities. The
proposed commercial area remains sufficient to accommodate neighborhood-serving uses that would
complement the surrounding residential development, such as a fitness center, daycare facility,
medical office, professional services, or similar low-impact commercial uses. These types of businesses
provide valuable amenities to nearby residents while generating significantly less traffic than larger
retail centers or regional commercial developments.
The proposed modification also recognizes current market conditions and development trends. Across
the Treasure Valley, there is strong demand for housing and increasing interest in walkable,
neighborhood-oriented commercial services rather than larger commercial centers in locations with
limited access. Concentrating commercial development into smaller, more targeted sites while
expanding residential opportunities is likely to result in a more successful and sustainable project that
better serves future residents and the broader Caldwell community. This is supported by the
developer’s survey of nearby residents, who primarily hoped to see a restaurant or café and small
retail stores, with very little support for a large commercial project.

For these reasons, I respectfully support the requested partial rezone and Development Agreement
modification for the Soterra Subdivision and encourage the City Council to approve the application.
