SUBJECT: Solstice DA Mod REQUEST SUMMARY: The applicant, KM Engineering LLP, on behalf of 3300 Ustick LLC, is requesting approval of a development agreement modification for the existing Solstice Subdivision Development Agreement, recorded by instrument number 2022-026412. The applicant requests to remove the limitation on residential development within the subdivision’s commercial parcel (R2495710100), and to make residential uses directly permitted. The parcel is zoned C-1, neighborhood commercial, and residential uses are currently prohibited in that zone. The 0.39 acre site is located on the south side of E. Ustick Rd., approximately 1,000 feet west of the intersection with Lake Ave. Population Impact: POLICE DEPARTMENT ANALYSIS AND SERVICE IMPACT: CPD projects future service needs based on demand, risk, community expectations, response performances, population, density, and development type. Impact.Comments?.Recommendations?. ☒ Yes ☐ No Traffic Crash Data for Area: Provide.comments.below.for.crash.data.in.area.surrounding.development¡ The areas around the the subdivision’s modification area has a significant occurrence of crashes with it’s proximity to the Cleveland and Ustick intersection, which is a significant contributor in overall crashes in the city. Year to date, there have been 24 crashes in the area, but only 4 that were not on Cleveland Blvd. For more information on the natures of the crashes, please see attached crash study. The darker areas represent higher concentrations of only reactive calls for service by area, and the brightest yellow spots represent the highest concentration. In this case, the east side of the map yellow hotspot would be the Ustick/Cleveland intersection and a stinkers gas station. FIRE DEPARTMENT ANALYSIS AND SERVICE IMPACT: CFD projects future service needs based on population, population density, response times, service demand, and development types. Emergency Response Time Analysis and Service Impact: The Caldwell Fire Department has benchmark standards for the organization and deployment of fire suppression operations, emergency medical operations, and special operations to the public. This standard provides for a travel time of 4:00 minutes, 90% of the time to reach emergency incidents within their jurisdiction with the first arriving unit.
