If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. All comments received after the staff report has been transmitted will be included in the case file and provided as late exhibits at the appropriate public hearing. Approve minutes for the Caldwell Planning and Zoning Commission for the January 14, 2026, hearing. VI. REVIEW OF PROCEEDINGS (OPENING STATEMENT) VII. OLD BUSINESS: 1. None VIII. NEW BUSINESS: 1. ACTION ITEM: Public Hearing (Quasi Judicial) Case Number ANN25-000008, SPP25- 000011: The applicant, Patrick Connor of Ardurra, on behalf of G and G Investments Idaho LLLP is requesting annexation of three (3) parcels (R3268401000, R32686, and R32684011A0) with proposed zoning designations of R-2, R-3, H-C, and C-3 with an associated Development Agreement. The site is located within both the Neighborhood 2 and Mixed-Use Center place-types in the Future Land Use Map (FLUM) and the proposed zoning designations are compliant with the FLUM. Concurrently, the applicant is requesting a preliminary plat for Granite Crest Subdivision, a mixed-use subdivision with 15.69 acres of commercial along Highway 55 and Farmway Rd., as well as 339 single family lots. The 107 acres development is located on the Northeast corner of the intersection of Karcher Rd. and Farmway Rd., in Caldwell, Idaho. (Applicant has requested this application be moved to April 8 hearing.) 2. ACTION ITEM: Public Hearing (Quasi Judicial) Case Number ANN25-000011, SPP25- 000015, ZON25-000007: The applicant, Bailey Engineering Inc., on behalf of HBU Investments LLC and The Rama Group LLC., is requesting annexation of parcel R3282501200 with a zoning designation of R-2, and a rezone of parcel R3282501100 from RS-2 to R-2, where both parcels are identified as Neighborhood 2 in the Comprehensive Plan and R-2 is a compatible zoning designation. Concurrently, the applicant is requesting approval of a preliminary plat for WestBilt Estates Subdivision, a single-family residential subdivision with 194 buildable lots. The 65.83 acre development is located on the west side of Lake Ave. at the intersection with Cirrus Dr., approximately 1,700 feet south of Karcher Rd, in Caldwell, Idaho. (Has been rescheduled for March 11,2026.) IX. ADJOURNMENT Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Next Regular Planning and Zoning Commission Meeting is on March 11, 2026.
