RE: Farmway Crossing Subdivision No.1 Improvement Plan Review #2 Steve: Highway District No. 4 (HD4) reviewed the improvement plans for Farmway Crossing Subdivision No. 1 dated 3/17/26. Please see the following comments: General Per 2020 exchange agreement with the City, (Exchange Maintenance Agreement, 2020) Highway District No. 4 (HD4) operates and maintains Ustick Road where utility work and frontage improvements are planned for the proposed subdivision. Under this agreement, HD4 is responsible for access permitting and utility permitting along the corridor and is provided opportunity to review and comment on development plans as they may impact the operation and maintenance of the highway. C4.00 1. Please add survey control a. Identify the bearing and distance of alignment at match point 103+39.67. This will help staff confirm and locate the beginning of the alignment and compare to roundabout plans. C4.09 1. Show base and subbase as applicable per City standards at curb. Extend subbase and extend base depth. See R-810 dated 5/22/24 C6.00 1. Show HD4 slope easement. In the event of HD4 maintenance within easement locate PI line min 3’ below proposed ground. 2. At culvert crossing, drop PI min 3’ below bottom of culvert Please feel free to contact me at any time with questions on these comments. This review does not relieve the owner, engineer, or contractor of the responsibility to design and/or construct these facilities in compliance with all current applicable federal, state, and local laws, rules, regulations, ordinances, orders of decisions, development agreements, or specifications. Inconsistencies not isolated by City staff shall not be construed as approved unless specifically addressed as a variance and granted by City Council as a variance. The City retains the right to enforce provisions of said document and policies even if inconsistencies are not noted by the City.
