RE: Updated Narrative for Construction Drawings and Final Plat for Oregon Commons
Dear Planning Staff, Engineering Staff, Planning and Zoning Commission, Mayor, and City Council:
Beldon, LLC, Agent John Blaisdell and Gary McAllister, are the developers of Oregon Commons
Subdivision in Caldwell Idaho. Oregon Commons was designed by B&A/Centurion Engineering and
the Preliminary Plat (PUD21P01) was approved in 2021. Original Construction Drawings and Final
Plat were submitted and approved in 2022, but construction did not commence at that time.
An extension was filed with the City of Caldwell for 2023 and 2024. During this time Beldon LLC
retained Orton Engineering LLC to assist with revising the storm pond based on infiltration test and
ground monitoring done in October of 2024. B&A/Centurion Engineering is aware that Orton
Engineering is performing this work. The new measured infiltration rate was 1.44 in/hr so the new
rate of 1.008 in/hr was used to recalculate the storm bed size (see storm water report). No changes
were made to the Preliminary Plat, or Final Plat Layout or changes made to the lots and utilities. Only
the stormwater calculations and stormwater pond were adjusted.
Site Information
Oregon Commons Subdivision is at the north end of Oregon Avenue, 1.86 acre including Canyon
County Tax Parcels R35423, R35404, and R35401
The property is currently zoned R1 in the City of Caldwell and is bounded on the west by the
Dixie Drain and Idaho Ave on the East. The property is surrounded by single family residential.
Summary of Project
Oregon Commons Preliminary Plat was approved by the Caldwell City Council on 6/10/21, proposing
9 buildable lots and 2 common lots. An excerpt of the site plan is depicted this in Figure 1.
