I am submitting these comments for the official record to ensure the Commission has a comprehensive understanding of the localized impacts on Dorman Ave prior to making a determination. Due to a scheduling conflict, please accept this written testimony in lieu of my physical presence at the public hearing. To the Caldwell Planning & Zoning Commission, As a homeowner within 1/2 mile of the proposed development, we formally submit ouropposition to the proposed Summit Grove development. While we recognize the city’s growth, this specific proposal is incompatible with the established rural-residential character of ourneighborhood for the following reasons: 1. Public Safety and Traffic Impact: Dorman Ave is a rural-standard roadwaywithout sidewalks, curbs, or adequate lighting. Adding [Insert # of Lots] homes will increase traffic volume to a level that the current infrastructure cannot safelysustain. This creates an immediate hazard for local pedestrians and children who must walk on the shoulder of the road. 2. Water Table and Domestic Well Protection: As residents not served by city water, our primary concern is the impact of high-density pumping on the localaquifer. We request a comprehensive hydrological study to ensure that this development will not result in the "taking" of existing residents’ water rightsthrough well interference or depletion of the water table. 3. Incompatibility with Comprehensive Plan: The Caldwell 2040 ComprehensivePlan emphasizes "orderly growth." This high-density proposal within a low- density, established rural area is an abrupt departure from the neighborhood’scharacter. It places a disproportionate burden on existing infrastructure that was never designed for urban density. We respectfully request that the Commission deny this application or, at minimum, require a significant reduction in density and a mandatory developer-funded expansion of Dorman Aveto include full pedestrian safety features.
