Subject: WestBilt Estates Subdivision — Annexation, Rezone and Preliminary Plat
Applications
Dear Planning and Zoning:
On behalf of HBU and Rama Group, please accept our applications and supporting
materials for the WestBilt Estates Subdivision, a 65.83-acre property located west of
Lake Avenue and south of Karcher Road comprised of two parcels. We are submitting
applications for annexation, rezoning, and preliminary plat.
Annexation, Zoning, Rezone
We are requesting annexation of the northern parcel into the City with an R-2 zoning
designation. The southern parcel, currently zoned RS-2, is proposed to be rezoned to R-2.
The Caldwell Comprehensive Plan designates these parcels as Neighborhood 2. We are
requesting R-2 zoning across the entire subdivision, which is a compatible zoning district
for the Neighborhood 2 designation.
Preliminary Plat
WestBilt Estates Subdivision will have 194 single-family residential lots, ranging in size
from 6,000 square feet to 12,700 square feet. Multiple builders will participate in the
construction of this community, led by Biltmore Homes.
The gross density is 2.95 dwelling units per acre, which is within the 2-8 dwelling units
per acre density range for the Neighborhood 2 designation.
The subdivision includes 15.13% open space, distributed throughout the site in
neighborhood parks and common areas.

Primary vehicular access will be provided from Lake Avenue at Cirrus Road, and the
internal street network will connect to the existing Cirrus Road to the west, improving
roadway continuity in this area.
Lateral & Pathway
The Phyllis Canal traverses the property, and it is proposed to remain open. A 5-foot
pedestrian pathway will be constructed along the canal to serve as a continuous public
access corridor and amenity.
Parks, Open Space & Amenities
WestBilt Subdivision incorporates a system of parks and amenities designed to serve
residents and promote walkability:
Planter islands at the entrances
City pathway along the Phyllis Canal along with pathways through common areas
Park on the south with a gazebo, a pickleball court, benches, and a connecting
pathway
A larger Community Park with a community pool, a small clubhouse/gathering
room, a playground with shelter and seating and open play areas
Conclusion
WestBilt Estates Subdivision is a carefully planned residential community that aligns
with the City of Caldwell’s Comprehensive Plan and land use policies. The project
delivers compatible housing, significant open space, orderly connectivity, and well-
distributed amenities.
