SUBJECT: Ceric Vacation (VAC24-000001)
Background and Summary:
On November 22, 2024, the Planning & Zoning Division received an application from Mr. Samed Ceric with a request to vacate existing right-of-way. The subject right-of-way is located along the full south boundary of 1209 Andy Ln.
Within the application it is noted that this right-of-way was recently taken from the Applicant but this is an inaccurate statement. The right-of-way that was received from the Applicant
was along their frontage to Andy Lane and was dedicated to the City during their annexation application (ANN-19-13); the right-of-way (ROW) along the south boundary of the property has been in place since the original plat for this area (approximately 1930s).
As part of this process, the City sent letters out to the applicable utility providers and received multiple
responses noting no facilities are located within the ROW except for power lines; Idaho Power already
has an easement in this location.
Traffic Commission Recommendation:
Staff presented the subject request to the Traffic Commission on February 5th, 2025. The
Commission voted to recommend approval of the vacation unless additional information regarding the split became available; no such information has materialized.
Therefore, Staff is presenting the Applicant request to City Council to vacate the 50’ right-of-way as depicted above on the map and below in the submitted exhibit.
