SUBJECT: Event Center Right-of-Way Vacation (VAC26-000001)
Background and Summary:
The Caldwell Planning & Zoning Division and Engineering Department, on behalf of the City of Caldwell,
is requesting to vacate a portion of public right-of-way within the Caldwell Event Center area adjacent to
Blaine St. and connecting to S. 22nd Ave. These portions of right-of-way are carry-over from old plats that
are no longer valid nor utilized, as
evidenced by multiple structures being
located within said right-of-way. The
subject area is not planned for use as
right-of-way now or in the future and
vacating this right-of-way would have
no effect on future connectivity or
vehicular access. The exhibit to the right
depicts the area being requested for
vacation.
As part of the Vacation request process,
the City sends letters out to the
applicable utility providers and to
properties within 300’ of the affected
right-of-way. The City received
responses from Public Works noting
both water and sewer facilities are
existing within this area of right-of-way.
Easements for said public utilities are
existing or will be created as part of this
vacation. The City also received
comments from other utility companies
stating they do not have any objection to
the requested vacation. The Fire
Department responded and has only
requested that emergency access be
maintained for the Event Center—the
requested vacation would not affect any
existing accesses so this condition can
be accommodated.

Traffic Commission Recommendation:
Staff presented the subject request to the Traffic Commission on February 4, 2026. The Commission voted
to recommend approval of the vacation to City Council with no conditions of approval as the right-of-
way is not in use as right-of-way and has not been in use for this purpose.
Therefore, Staff is presenting the Applicant request to City Council to vacate the approximate 2.34
acre section of right-of-way within the Caldwell Event Center area as depicted above on the map and
below in the submitted exhibit.
