OUTSIDE AGENCY WRITTEN TESTIMONY  Outside Agency Response Deadlines: 8/1/2025 REQUEST SUMMARY: The applicant, Kimley-Horn, on behalf of North Ranch LLC, is requesting a rezone of two parcels, from M-1 (Light Industrial) to H-C (Highway Corridor); the parcels would remain in the APO-2 overlay zone. Both parcels are located within the Mixed-Use place type in the Future Land Use Map, and the H-C zone is considered a compatible zoning district. The applicant is also requesting a Development Agreement Modification to the North Ranch DA as well as a special use permit, to permit a large scale multi-family dwelling development with 156 residential dwelling-units utilizing the Density Bonus Program. The 3.9 acre site is located between Haystack Way and Saddle Ave., approximately 550 feet north of the intersections with Highway 20/26.
