Administrative Determination Request
Dear Ms. Collins:
On behalf of Pontifex Capital LLC, and/or their assigns, we are requesting an administrative determination
to allow for a parking space reduction for a proposed infill, single family attached housing development
located at 405 N. 5th Ave. Caldwell, ID 83605.
Due to the site constraints of the property, we are requesting a total of 13 off-street parking spaces for
the proposed development, 2 of which are ADA compliant spaces. In addition, on-street parallel parking
spaces will be available adjacent to the property boundary along Chicago St to accommodate residents or
guests. For the 12 residential units proposed, 19 total parking spaces are required per City of Caldwell
Code, thus the administrative determination is requested for the reduction in spaces.
The design team has exhausted all parking and residential unit layout options, and the proposed layout
provides the most possible parking, while also delivering a quality housing product that meets the design
characteristics and vision of the comprehensive plan designation and the purpose statement of the zoning
district. Walkability is of high importance for the Urban Neighborhood designation, specifically as it relates
to infill development. The following is quoted from the comp plan directly: “Infill development can
enhance walkability, increase the feeling of safety, and may reduce greenfield development and sprawl.”
Furthermore, the Traditional Neighborhood (T-N) Zoning District’s purpose statement acknowledges that
uses and lots in this zone should be non-automobile dependent, focusing more on walkability;
“Development patterns usually include small lots, in a compact development form within a non-
automobile-depending environment.”
Given the close proximity from the subject property to Caldwell’s downtown core, and the housing type
provided, it’s anticipated that residents of the proposed development will utilize alternative
transportation methods to get around town such as walking and biking. Main Street can be reached via
foot in 5 minutes as it’s under ¼ mile from the subject property. Based on the nature of the infill
development proposed, and the location of the subject property, we feel the request for a reduction in
the number of parking spaces is justified.
