Discovery Wy Boise, ID 83713 Dear Mr. Linstrom, We have reviewed your request for an Administrative Determination to reduce the required parking for the development proposed on the northeast corner of N. 5th Ave. and E. Chicago St. The proposed development includes 12 multi-family units with 2-bedrooms each. Per CCC 10-02-05, 2-bedroom units require 1.5 parking spaces per dwelling unit as well as 1 guest parking space for every 10 units, for a total of 19 spaces. The request proposes to reduce the required parking from 19 spaces to 13 spaces, or by approximately 32%. Per Caldwell City code 10-02-05, the Director has the authority to reduce the minimum number of parking stalls required by up to fifty percent (50%). These shall be decided on a case-by-case basis and shall be dependent on the ultimate use of the property, existing parking in the area, and other pertinent factors. The City is currently experiencing increased complaints regarding a lack of sufficient parking for residential uses as well as increased concern about adequate parking near the downtown area. Due to these concerns, staff cannot approve an administrative reduction at this time. However, per code, you may appeal staff level decisions to the Planning and Zoning Commission if you do not agree with the determination. Please let me know if you have any questions.
