Request No Parking signs on Brian Street – Diana Register The following points were considered after reviewing Diana Register’s email and accompanying photos. • Brian Street meets typical road section requirements of 37’ from back of curb to back of curb. • Apartments commonly build @ 1.5 spaces per apartment and there is parking available behind the apartments. • Public Right-of-Way is open to public parking • “No Parking” signs would not eliminate the problem it would only move it to just beyond the signs • Apartments are not filled and it could be the contractors and the problem will resolve when build out is complete. • Problems that can be addressed now are parking in front of the fire hydrant and parking to close to the corner A motion was made and TC agreed unanimously to have Engineering investigate creating clear vision triangles at the intersection and have Planning and Zoning research the development agreement were it pertains to parking requirements. Planning and zoning will report back to TC if something is found in the development agreement. If not Street and Engineering will address the hydrant and vision triangle. 2. Request No Parking Signs on Illinois between Rochester and Savannah – Chris Allgood The following points were considered after reviewing Chris Allgood’s email and accompanying photos. • It is not typical to put up “No Parking” signs in Public Right-of-Way • A site visit is recommended to look at fog lines, striping and possibly adding a bike lane. • A bike lane may be useful and would prevent parking on one side of the road. A motion was made and TC agreed unanimously to have Engineering review the corridor for striping, speeding, fog line and possible bike lane. Engineering will then make a recommendation and then work with the Street department to implement their findings. 3. Request for traffic light at Linden and Chicago – Kailynn Rush 208-591-1981 A property on the corner of the intersection of Linden and Chicago is actively pursuing development. With the development will come frontage improvements. When those improvements are complete Engineering will look into a left turn lane at that intersection. A motion was made and TC agreed unanimously to have Engineering take a closer look at the development timeline at that intersection. A motion was made and approved to add a fourth item to the agenda. 4. School Zones – Bruce Mills and Robb MacDonald Currently school speeds zones vary across the city depending on the classification of the roadway they front. Bruce and Robb suggest making all school zones 20 mph during school hours. A consistent school speed zone would help reduce confusion for drivers. They also suggest implementing the change before the start of the next school year. Once the signage is in place the city could do a press release announcing the change and would engage CPD at the start of the year to help make motorists aware of the change. TC agreed unanimously for Bruce and Robb to move forward with the change. Resource/ Weather Pending Business: 1. A signal is planned at 24th Avenue and Blaine Street in front of the Simplot Stadium. The signal currently installed at Santa Anna and Ustick Road midblock will be repurposed for this project once the Ustick/Santa Anna RAB is complete.
