HomeMy WebLinkAboutHE Minutes 08.26.25HEARING EXAMINER MEETING MINUTES Tuesday, August 26th, 2025 @ 1:30 pm Caldwell City Council Chambers Room, 205 S. 6th Avenue, Caldwell, Idaho CALL TO ORDER – Hearing Examiner, Ms. Sabrina Durtschi opened the meeting for the public hearing at 1:30 p.m. REVIEW OF PROCEEDINGS (OPENING STATEMENT) – Ms. Sabrina Durtschi outlined the procedures for the public hearing. MEMBERS PRESENT: Angelica Gomez (Administrative Assistant); Joe Dodson (Principal Planner); Morgan Bessaw (Deputy Director); Hallie Hart (City Engineer) CONSENT CALENDAR: The Hearing Examiner approved the July 16th, 2025, Hearing Examiner Special Meeting Minutes as drafted. OLD BUSINESS: None NEW BUSINESS: 1. ACTION ITEM: Public Hearing Quasi-Judicial: Case Number: SUP25-000008: The applicant, Marcel Lopez of Conger Group, on behalf of Feedlot Caldwell LLC, is requesting approval of a special use permit for outdoor storage of RVs and boats on the northeasterly 6 acres of a 12.61 acre parcel. The southwesterly portion of the site is currently used for other light industrial uses, which are proposed to remain. The parcel is zoned M- 1, Light Industrial, and is located on the southeast corner of the intersection between N. 21st Ave. and Commercial Way, in Caldwell, Idaho. This case was originally scheduled to be heard at the July 8th, 2025 Hearing Examiner Hearing. It was rescheduled, and will now be heard on this date. Joe Dodson (Principal Planner) 205 S. 6th Avenue, provided the staff report by outlining its contents by use of a PowerPoint presentation. In response to the Hearing Examiner’s questions, Mr. Dodson stated existing zoning is what allows the use even though it doesn’t align with new comp plan. Hethe Clark (Representative) 251 E Front St, Meridian, signed in favor of the application and provided a description of the application. In response to the Hearing Examiner’s questions, Mr. Clark stated: • The canal will stay open. • Ponds are off the property. • Received pictures of the weeds being knocked down. If it’s not done it’s close to being finished. • The business permit was brought up to tenant of the contractor’s yard. It will be handled. • It will be an open parking lot with paved drive aisles with gravel for the actual parking stalls. • Will apply for Alternative Compliance application for landscaping. • There will be a flex building and the contractor’s yard as the neighbors. They are not a part of the application. • No one attended the neighborhood meeting. • There was a letter submitted asking about hours of operation which will rely on city code. In response to the Hearing Examiner’s question, Mr. Dodson stated he did not put any restrictions on the hours of operation or access.
