PLANNING AND ZONING COMMISSION
MEETING MINUTES

Vice Chair Harman called the meeting to order at: 6:00pm.

Vice Chair Harman opened the public hearing and outlined the public hearing procedures.
Vice Chair Harman proceeded to public hearing items on the agenda.

NEW BUSINESS
ACTION ITEM: CASE SUB24-000012: The applicant and property owner, Ideal Custom Homes, is requesting
approval of a preliminary plat for Deal Subdivision, a residential subdivision with seven single-family attached
townhome units.
Staff requested this item be moved to the December 10, 2025, hearing.

ACTION ITEM: Public Hearing (Legislative): CASE CPM25-000001 and ZOA25-000002: A request by the
City of Caldwell, for an amendment to the comprehensive plan appendices, appendix H, to update the capital
improvement plan, impact fee study and development impact fees for police and fire, to include approval of the
associated resolution.

Deputy Director, Morgan Bessaw, 205 S. 6th Ave., Caldwell, Idaho, presented the staff report by use of a Power
Point presentation. She noted:
• Idaho Code about Impact Fees
• Ordinance Text Amendment is required
• Impact Fee Advisory Committee (IFAC) met and recommended a plan
• Public notice was provided including schools
• No public comments have been received
• Impact fees and ordinance were in compliance with code
• Condition of doing a yearly review

Point presentation:

Commission Questions for Staff and Applicant:
• Annual review process
• Staffing new buildings are up to Chiefs of Fire and Police
• Finance director Raylynn North spoke to budgeting and yearly review
• Starts at building a budget.
Finance Director, Raelynn North, 205 6th Ave., Caldwell, Idaho spoke about her involvement in this decision.

• Concerns about open ended condition of approval be left up to impact committee rather than Planning and
Zoning
• Finance Director will look at the data at year’s end and make a recommendation to the impact committee.
• Budgetary issue determined by city council.
