REVIEW OF PROCEEDINGS (OPENING STATEMENT)
Chair Zamora opened the public hearing and outlined the public hearing procedures.
Chair Zamora proceeded to public hearing items on the agenda.
OLD BUSINESS:
ACTION ITEM: Public Hearing (Quasi-judicial) Case Number ANN24-000014, SPP24-000005,
SUP24-000022: The applicant, Brent Orton, on behalf of Royal Pro-C, LLC, is requesting an annexation of
approximately 13.1 acres of land with initial zoning designations of C-1 (neighborhood commercial) and R-
2 (medium density residential). Concurrently, the applicant is requesting special use permit and preliminary
plat approval for The Caine Center Subdivision, a mixed-use development with 26 multi-family residential
lots and 5 commercial lots. The multi-family residential portion of the project would include no more than
158 dwelling units and the commercial area is conceptually shown to include a gas station, a drive through
facility, and 3 other commercial shell buildings. The site is addressed as 1020 E. Homedale Rd.,
(R3272100000) and is located on the southwest corner of E. Homedale Rd. and S. Montana Ave. in Caldwell,
Idaho. This case had been continued from May 14th and June 11th, 2025.

MADE A MOTION AS FOLLOWS:
The request for annexation for Parcel R327210 with a zoning designation of C-1
(Neighborhood Commercial) and R-2 (Community Residential), a preliminary plat for 21
multi-family residential lots and 10 commercial lots, and a special use permit for Retails
shops with Gasoline for Caine Center Subdivision Center is recommended for denial
because it is incompatible with the surrounding neighborhoods, it is not compliant with
the code required common open spaces or private spaces and Vallivue school district will
be overcapacity by the build out year of this development; further traffic is already
difficult. We are concerned about safety, and we are concerned that the proximity of the
gas station tanks to the Phyllis Canal could be an emergent problem.

NEW BUSINESS
ACTION ITEM: Public Hearing (Quasi-judicial) Case Number ANN24-000008 and SUB24-000033:
The applicant, Michael Nigh, on behalf of Copperpointe LLC, is requesting annexation with a zoning
designation of R-2, medium density residential for parcels R2747500000 and R2747400000 in alignment with
the Comp Plan Future Land Use Map designation of Community Center. Concurrently, the applicant is
requesting approval of a preliminary plat application for Copper Pointe Subdivision, a mixed-use
development with 29 multi-family residential lots and 4 commercial lots. The multi-family lots will have a
total of 128 dwelling units and the commercial lots will be comprised of commercial uses that are directly
permitted in the R-2 zone. The site 8.5 acre parcel is addressed as 4125 and 4211 S. Florida Ave. and is
located on the SEC of S. Florida Ave., and E. Ustick Rd., in Caldwell, ID.
