We moved to Idaho 15 years ago and love the area, but unfortunately we see it changing
drastically. We moved from California and really hate seeing it going the way of California.
We have concerns regarding the zoning and planning for the southeast corner of Caldwell,
where we live. We live in an open area with nice homes in a nice suburban area where we
enjoy an R1 zone. The plans for the area all around us now seem to be R2 or R3. After
investigating a subdivision of townhomes proposed to go in right down from our home, we
discovered your 2040 proposal map. We are very concerned and I know a lot of us in this area
are now contemplating moving out. I was shocked to see that all available land in our
surrounding area, which is at the corner of Moss and Midway, is being considered for R2
designation. This is surprising on many levels. I'm having trouble understanding why there is a
need to cram as much housing in this area as you can when the roads that we are by, at this
point, are in bad repair and are becoming busier by the day.
At this point, I can appreciate you zoning high density housing near major arteries, i.e.,
Caldwell Boulevard and Karcher. The problem that I see in this is that the schools are already
over crowded, the roads are not adequate, fire stations are needed, and what about
infrastructure (water). I believe you think there is a housing shortage, but it seems we are over
building in Caldwell. It seems as though there is little regard for the suburban feel and
community that we have enjoyed for the last 15 years. In our past we have seen whole areas of
agriculture no longer exist due to housing, we are talking about California. It's not a pretty
sight.
We now live in London Park subdivision, off of Midway and Moss. We have been notified
that there is a plan to put mid density housing in this area. This density is not transitional with
the housing in this area. There are areas nearby that are already high density to mid density
and we would like to request that this area be re-designated to R1.
Now to discuss traffic. We have many high density units in our surrounding area, but
fortunately they are near major arteries, i.e. Caldwell Boulevard. Midway is a narrow 2 lane
road, not well maintained, that has already seen multiple accidents, at Midway and Moss, due
to new neighborhoods which brings with it an increasing number of cars. This is an odd area
as part of this area is Nampa and part Caldwell and still part county. One of our concerns is
that each entity is not aware of the problems that are being compounded by mid density
housing. With the bus barn down the road, and 600 plus homes being built behind our
subdivision, and an increasing number of people coming down Midway to avoid Karcher and
Caldwell Boulevard intersection, we find Midway and Moss both becoming exceptionally
busy.
We would really appreciate you readdressing the zoning of this area. We know that these areas
are going to be built on, it's inevitable, at some point, and in order to keep the inviting feel and
charm that Caldwell currently enjoys, we request you to make a change in the zoning.
