My name is Karen Kruger, I live at 16890 Jerica Ct. I am addressing the proposed update to the Caldwell
Comprehensive Plan 2040 regarding the development at 16767 Midway, Caldwell, Idaho. This project by Triple Dot
Development seeks to rezone neighborhood 3 from Irrigated Pasture to R2 residential med-high density. This
directly impacts my neighborhood and raises concerns about infrastructure, compatibility where we are zoned for
R1 not R2.
Traffic and Infrastructure
The area is not equipped to handle the projected increase in vehicles. The proposed 77 two story townhomes
development by Triple Dot Development would add at minimum 154 cars. (Plat map to be submitted before Feb.
3rd). This will change our low density R1 neighborhoods into an R2 med-high density if accepted. The streets are
already impacted by nearby developments:
• Jaxon Condominiums-on Caldwell Blvd, with (326 units) added 632 cars.
• Corey Barton Homes development-on Homedale and Midway has proposed 125 homes to add 250 more
cars. CBH has plans for a roundabout on Homedale and Midway.
To support this rapid growth in our neighborhoods, it will be essential to widen roads, construct roundabouts, and
install additional 4 way stop signs at the cross roads of Homedale, Midway and Moss Rd. Additionally, water and
sewage infrastructure will need to be expanded to serve this previously agricultural irrigated pasture.
Appearance and Neighborhood 3 Compatibility
The 28-foot-tall townhomes are incompatible with the single-story single family homes R1 neighborhoods
surrounding Neighborhood 3. Residents chose to live in this area for its:
• Cohesive, visually appealing custom homes.
• Clean Landscaping and maintenance.
• Scenic views of the Owyhee Mountain Range (that is the way our homes on Jerica are positioned).
• Peaceful environment favored by long-term, retired residents.
Proximity and Privacy the townhomes are planned just 15 feet from and my neighbor’s property line. This will:
• Reduce privacy and natural light.
• Increase noise and activity with the proposed basketball court and 54’ tot lot.
• Diminish aesthetic views
• Drainage Run off Issues and raise
Proposed Changes
• Replace the 28’ townhomes along my property line with single-story family homes.
• Relocate the entrance road to buffer the townhomes from existing properties
• Increase fence height from six feet to eight feet for noise reduction and enhance privacy.
The increase in noise and disruption is incompatible with the peaceful environment of this predominantly retired
community.
Conclusion
Growth is necessary, but high-density developments should be limited to areas like Caldwell Boulevard. I urge the
City Council to consider the impact of high-density developments in areas that are better suited for single-story
detached single family homes. Townhomes, condominiums, and apartments would be more appropriate along
Caldwell Boulevard, preserving the charm and character of established neighborhoods in Caldwell, my
neighborhood.
