I purchased this property in July 2020 with the intention of starting a small car lot business. Given the property’s location near I-84, between exits 27 and 28, I believed it was an ideal spot due to the visibility from the freeway and easy access to both exits. When I initially sought zoning approval for a car lot, I was advised to apply for an ordinance amendment. Unfortunately, my request to include a car lot in the T-N zoning district was denied, as it was believed to impact the surrounding neighborhood. However, the city council was not opposed to my request and recommended that I collaborate with zoning to find a suitable solution. During the hearing, the zoning director Mr. Mapp proposed changing the zoning to C3, which would permit car sales (this is recorded on video). After following up Mr. Mapp pushed back on my request and sugested that the city would consider purchasing the property to add to the park instead. I felt as though I had no viable options, and after 1.5 years of waiting, I offered to sell the property at a fair price, but the city ultimately declined due to the cost. In September of 2024 I submitted a building permit to build a shop and the zoning expressed the desire to try one more time to have the city buy the property but after waiting 4 months, the city did not approve the purchase. I apologize for the level of detail in this explanation but I feel like I have to explain the situation. The current comprehensive plan proposed by zoning designates this part of the city as "Urban Neighborhood,". I believe properties with high exposure to the freeway should be considered for more diverse commercial use, rather than being restricted to the "Urban Neighborhood" designation. The zoning department’s current approach does not adequately address the impact of the freeway on these properties. Currently, my property is vacant because the daycare business I had been renting to closed when the freeway expansion brought it closer to my property. I completely understand the concerns of the parents, as I too would not want my child to be in a daycare exposed to constant freeway noise. The proximity to the freeway limits the potential uses for my property, excluding options such as residential, daycare, nursing homes, and others allowed in the "Urban Neighborhood" zone. Unfortunately, I will not be able to attend the public hearing in person, so I am submitting this Email in hopes that the city council members will take my concerns into consideration.
