HomeMy WebLinkAboutNarrative_RyansCrossing_V1Narrative – Ryan’s Crossing PUD Extension Request Case Nos.: ANN21-000010 / PUD21-000004 City of Caldwell Planning and Zoning Department 205 S 6th Ave, Caldwell, ID 83605 To Whom It May Concern, Ryans Crossing (previously known as Mason Creek) was approved under Case Nos. ANN21- 000010 and PUD21-000004 as a Planned Unit Development (PUD) with annexation and entitlement authorization for 26 residential units. Annexation and zoning have been completed, and construction drawings have already been approved by the City. However, horizontal site construction has not yet commenced. No vertical development has occurred to date. The PUD entitlement period expired before construction activities could begin due to a combination of market conditions and project sequencing. Rising construction costs and shifts in financing priorities required the project to be deferred while other active developments advanced. These circumstances prevented the project from moving forward within the original approval period. With an extension, the developer intends to commence site construction within the next construction season. Horizontal improvements, including grading, utilities, and roadway infrastructure, are anticipated to be completed within 12 months of the extension. Home construction is expected to begin shortly thereafter, with full community build-out projected within 24–30 months. The applicant is requesting a two-year extension of the PUD entitlement to allow sufficient time for construction of infrastructure and delivery of the homes. No changes are proposed to the originally approved PUD entitlement. The extension request is limited to reinstating the existing approvals under the Ryan’s Crossing PUD.
