Special Use Permit Application – Landscaping Deferral
Dear Ms. Bessaw:
On behalf of TC Property Management LTD, a Special Use Permit has been submitted for the Canyon
Springs RV Park North Expansion. This is for an increase in 41 RV spaces to the existing Canyon Springs RV
Park. This additional narrative is for the purposes of landscaping and recreation and lays out the proposal
for the development.
As outlined in the attached landscape plan and recreation plan, we are now providing the required
landscaping along Gravel Lane. The proposed landscaping meets the buffer and tree/shrub requirements
adjacent to the public right of way. We are requesting a deferral of new landscaping along Highway 20/26
as an existing berm is in place that provides screening to the site. By deferring the landscaping, we can
install landscaping at a future date that will be in alignment with the future detached sidewalk along the
highway. Coordination will need to take place between the City of Caldwell and Idaho Transportation
Department to ensure the landscaping buffer meets all requirements.
Landscaping along the future expansion of Chicago Street as there are no plans to extend Chicago Street
with this planned development. If Chicago Street is extended in the future, the developer will ensure that
landscaping is installed to meet City Code. This is outlined in a Municipal Services Agreement between the
City of Caldwell and the developer which was recorded with the Canyon County Recorder in 2021 (2021-
042413). The passenger parking lot adjacent to Spring Lake Drive and Chicago Street has been approved
and is under construction. Landscaping will be installed along the existing portion of Chicago Street and
Spring Lake Drive as previously approved by the City of Caldwell.
Lastly, the recreation plan for the site, which has been included with this submittal, identifies the existing
recreation spaces on the property. Amenities for guests to the park include a fishing and swimming pond,
volleyball court, basketball court, horseshoe pits, putting green, open green space with pet area, and
gazebo/picnic area. Various walking paths also can be found throughout the property A conditioned
community clubhouse with a billiards table, fitness center, laundry facilities, kitchen and eating space, as
well as a television and siting area. All existing recreation spaces and amenities exceed the qualified
recreation space requirements by more than 75,000 square feet.
