Request for Administrave determinaon of substana l conformance
Request:
Hayden Homes is requesng administrave approval an d determinaon of substanal
conformance with the new site plan and amenies for the Collecons Subdivision. Please note a
name change to Painted Sage has also been submied and we would appreciate the approval to
be in both names. The annexaon and planned unit de velopment (PUD) was approved by the
City of Caldwell on October 4, 2022 (ANN-20-05/PUD-20-02.) As we connued to work with City
of Caldwell planning staff, it was discovered that a1er the Order of Decision in October 2022, a
development agreement had not been created or approved by the city.
In April of this year, Hayden Homes presented an updated site plan to the Caldwell Planning
Department staff. A1er review, the Director determined the minor changes were in substanal
conformance with the approved plat/PUD and did not necessitate a formal plat revision. This
approval was via an email, however in subsequent conversaons with city staff, we were
directed in August to submit a formal administrave level applicaon.
The site is 30.31 acres at the NE corner of Laster Ln. and S. Florida Ave. The area had a medium
density residenal designaon in the applicable com prehensive plan with zoning of R2. Medium
density R2 allows up to 12 units/acre. Modificaons are proposed via the aached updated site
plan to facilitate Hayden Homes’ townhomes and single-family floor plans. The updated site
plan reduces the overall number of buildable lots from 141 to 125 by reducing the number of
townhome lots and increasing the number of single family detached lots. The approved project
in 2022 was 4.6 units/acre, and the updated site plan is 4.1 units/acre. To beer serve the
homeowners and community, one amenity was revised to be a basketball court rather than
LEED cerficaon, and the open space was increased f rom 12% to 14%.
The updated site plan conforms with the applicable City requirements and plans including the
public facilies plan, bike route plans, and recrea on master plan. The original plat is acve and
there are not any outstanding code violaons.

• August 4, 2022: City Council approval of the Annexaon and PUD
• October 4, 2022: Order of Decision and Ordinance 3442 signed
• October 3, 2024: Administrave Time Extension for P lat approved
• April 30, 2025: Director decision via email confirming substanal conformance with
plat/PUD
