CALL TO ORDER – Hearing Examiner, Ms. Sabrina Durtschi opened the meeting for the public hearing at 1:30
p.m.
REVIEW OF PROCEEDINGS (OPENING STATEMENT) – Ms. Sabrina Durtschi outlined the procedures for
the public hearing.
MEMBERS PRESENT: Angelica Gomez (Administrative Assistant); Garline Davis (Planner I); Morgan Bessaw
(Deputy Director); Steve Pendleton (Plans Examiner II)
CONSENT CALENDAR: The Hearing Examiner approved the February 25, 2025, Hearing Examiner Meeting
Minutes as drafted.
OLD BUSINESS:
1. ACTION ITEM: Public Hearing Quasi-Judicial: Case Number: SUP24-000019: The applicant, on
behalf of Eric Salinas, is requesting approval of a special use permit for an event center in the
Traditional Neighborhood zone. The site includes two parcels, one parcel with a building that has
previously been used as a restaurant and a second parcel that is undeveloped. The intent is to use the
site for indoor and outdoor events, including a location for the placement of mobile food units (food
trucks). The site is approximately ½ acre and is addressed as 424 E. Elgin St., with one parcel
(R01902000) located on the west corner of E. Elgin St. and N 5th Ave. and the second parcel
(R0190000000) on the north corner of E. Denver St. and N. 5th Ave. separated by an alley. This item
was continued from the February 25, 2025, meeting. Staff requested a continuance to the April 8,
2025, meeting.
NEW BUSINESS:
1. ACTION ITEM: Public Hearing Quasi-Judicial: Case Number: SPP24-000006: The applicant, John
Giuliani, on behalf of MTP Acquisition Linden LLC, is requesting preliminary plat approval for a 6
lot industrial subdivision in the M-1, Light industrial zone. The proposed site is addressed as 5104 E
Linden St. (R3585200000) and is located on the southwest corner of E. Linden St. and S. KCID Rd.
in Caldwell, Idaho.
Garline Davis (Planner I) 205 S. 6th Avenue, provided the staff report by outlining its contents by use of a
PowerPoint presentation.
Morgan Bessaw (Deputy Director) 205 S. 6th Avenue, In response to the Hearing Examiner’s questions, Ms.
Bessaw stated:
• When reading through the code section staff realized it was not clear.
• Staff was reading that landscaping was required when it wasn’t residential.
• The applicant was reading that landscaping wasn’t required.
• Will leave the decision up to the Hearing Examiner to determine what the code section should mean
and whether landscaping should be on that street or not.
• There will be landscaping along all public streets, just not the internal Timbers Dr.
