PUBLIC MEETING INFORMATION
CITY OF CALDWELL
Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person. If you have a cough,
fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC
guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you
will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the
page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. REGISTER HERE:

Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at
P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been transmitted will be included in
the case file and provided as late exhibits at the appropriate public hearing.

1. ACTION ITEM: Approve the May 27th, 2025 Hearing Examiner Meeting Minutes.

V. NEW BUSINESS:
1. ACTION ITEM: Public Hearing Quasi-Judicial: Case Number: SUP25-000003: The
applicant, Jeff Likes of ALC Architecture, on behalf of Cormeier Family Trust, is requesting
approval of a special use permit to construct additional storage buildings at an existing traditional
ministorage facility in the C-3 zone and within the APO-1 overlay. The property received
approval for a Special Use Permit in 2018 for the existing use; an expansion was anticipated at
that time but was not included in the entitlements. The two new storage structures are proposed to
match the existing facilities. The development is located at 17848 Middleton Rd., on the east side
of Middleton Rd., approximately 690 feet south of the intersection with Ustick Rd., in Caldwell,
Idaho.
2. ACTION ITEM: Public Hearing Quasi-Judicial: Case Number: ZON25-000002: The
applicant, Brighton Corporation, on behalf of East LME Group LLC, is requesting a zoning map
amendment for parcel R35826011A0 from C-3, General Commercial, to R-3, Urban Residential.
The subject site is designated Neighborhood 3 in the newly adopted Comprehensive Plan, which
lists R-3 as a compatible zoning district. The 1.57 acre site is located on the northwest corner of
E. Ustick Rd. and Lake Ave. intersection, in Caldwell, ID.
3. ACTION ITEM: Public Hearing Quasi-Judicial: Case Number: SUP25-000009: The
applicant, Tyrell Erleback of The Empire LLC, is requesting a special use permit for a tobacco
retail store to be located in the City Center zoning district. The 0.06 acre site is addressed as 222
S. 6th Ave. and is located on the northeast corner of the intersection of Blaine St. and S. 6th Ave.,
in Caldwell, Idaho.
4. ACTION ITEM: Public Hearing Quasi-Judicial: Case Number: SUP25-000001: The
applicant, James Steele of CH1.LLC, is requesting approval of a special use permit for an event
venue within a 12,000 sq. foot airplane hangar, to be located on airport property. The venue
would cater to aeronautical themed events. The site is currently designated A-D (airport district).
The development is located just southeast of the Airport Terminal Building near the intersection
of E. Linden St. and Smeed Parkway., in Caldwell, Idaho.
VI. ADJOURNMENT
Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies
and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be
heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to
property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the
hearing date that the particular case is to be heard.
Next Regular Hearing Examiner Meeting is on Tuesday, July 8th, 2025, in the Caldwell City Council Chambers
Room, 205 S. 6th Avenue, Caldwell, Idaho. Any person needing special accommodations to participate in the meeting
