Staff Comments
“This proposal is over the allowed density within the Comprehensive Plan and the Caldwell City Code, yet the applicant is
requesting an increase in allowed density through the Planned Unit Development Application.”
This PUD was originally approved with a density of 11.1du/acre. As a response, the project is now proposing an almost
10% reduction from the original approval. The new comprehensive plan guidelines do suggest allowing for up to
12du/acre with a density bonus program that is not in available the old code. This proposed development meets
several of the criteria that the comprehensive plan suggests for a density bonus program. These criteria include housing
mix, connectivity, public transportation, open and gathering spaces, and architectural design.
The code does allow for flexibility in the zoning standards as part of the PUD application. As per Caldwell City Code 10-
03-07(6):
“Modifications to other zoning and subdivision standards will be determined by the planning
and zoning commission and city council on a case by case basis.”

Sidewalks:
7’ sidewalks are proposed along Logan and Elm.
Parking:
70 parking stalls are required per code. An additional 41 stalls are proposed. Bringing the total to 111 stalls.
Site Maintenance:
The site will be well maintained to promote to safety and security, tenant satisfaction and retention, positive impact
to the surrounding neighborhood and property values.
Pedestrian Access to Elm:
City code mention several times the requirement of a major pathway through the development. This pathway is to
provides access to and from and through the development to adjacent public sidewalks.
