Farmway Village was a Planned Unit Development built in 1939, 36 years before Idaho passed the LLUP Act. Farmway has now (and since its inception) apartments, offices, laundry facilities, convenience store, childcare facilities, community center, storage facilities, repair shops, parks and open areas, BBQ and concession areas, sports fields, and public water systems, among other amenities. 5 What we have 80 acres (62) 4-plaexes or 248 units of housing 11 different commercial facilities 37 acres of undeveloped area 3 miles of road lanes Class 1 water and wastewater system 200-acre foot per year water rights 6 The Housing Authority’s master plan calls for the development of seventy-two (72) more units of multi-family housing and two hundred (220) recreation vehicle (RV) slips on the southern border of the property. The request to designate the property as Neighborhood 2 allows the housing authority to keep, and expand, when necessary, its housing inventory, services, and amenities. Annexation is voluntary, but because the Master Plan anticipates additional units being built, CHA feels it is best to annex now. 7 8 Sewer line completed in 2015 Water line loop completed in 2024 9 In 2014, the housing authority signed a Municipal Services Agreement with the City when it connected to the City’s sewer system. In 2024, the housing authority signed another municipal service agreement when it connected to the City’s drinking water system. Those agreements require the housing authority to request annexation once it become contiguous with the limits. The property to our immediate south became part of the city last month. 10 The Agreement Reads: “In such time as the CHA property shall become contiguous to the CITY limits, the CHA shall support the annexation of the property in whole into the CITY limits to become part of the same and hereby agrees not to raise any objections to said annexation.” “The CHA intends to bind its heirs and assignees to said to same support and non-objection.” 11 Tenant Employment: 54% Agriculture 16% Construction 3% Office/Clerical 11% Restaurant / Hosp. 5% Gig / Other 2% Healthcare 9% Retirement Income Tenant Income $7,605,590 Agriculture $2,576,329 Construction $ 428,139 Office/Clerical $1,367,999 Restaurant / Hosp. $ 397,229 Gig / Other $ 282,812 Healthcare $ 591,793 Retirement Income $13,249,891 total income 12 Length of Stay: 26% Les than a year 39% 1 to 3 years 10% 3 to 6 years 5% 6 to 9 years 9% 9 to 12 years 11% 12+ Years Percent of FMR: 7% 100% of FMR 18% Pay 80% of FMR 29% Pay 70% of FMR 22% Pay 60% of FMR 10% Pay 50% of FMR 14% Ag.
